- Description
- The proposed acquisition is for scientific, engineering, and technical support services for design, development, operation and maintenance of fixed mobile facilities dedicated to the measurement and evaluation of naval vehicle acoustic and electromagnetic fields and acoustic systems. The acquisition will support the Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 70 in conducting both full-scale and model scale experiments and evaluations at NSWCCD and other facilities dedicated to submarine and surface ship testing. In addition to the measurements collected at the facilities, shipboard systems will be employed concurrently to collect acoustic, vibration, and other signature information to support the overall vehicle evaluation. These efforts will be performed at designated shore based facilities as well as at sea aboard test vehicles. The task areas that make up the Statement of Work (SOW) are as follows: 2.1 - Measurement Technologies and Analysis; 2.2 - Signatures Trials Support; 2.3 - Model-Scale Measurement Systems Design; 2.4 - Full-Scale Measurement System Design; 2.5 - Sensors and Sensor Suites; 2.6 - Shipboard Systems Design, Application, Fabrication, and Implementation; 2.7 - System Test, Evaluation, Operation, and Maintenance Support; 2.8 - System Production Acquisition and Data Distribution Systems; 2.9 - Infrastructure and Facility Support; 2.10 - Submarine and Surface Ship Silencing Effectiveness; 2.11 - Program Management Support; 2.12 - Operational Support for Special Acoustic Ranging Systems; 2.13 - Towed Array Acceptance Testing and Calibration; 2.14 - Measurement System Configuration Control and Integrated Logistics Support (ILS); 2.15 - Force Protection; 2.16 - Acoustic Data Management System Support. The Govern ment intends to issue an Indefinite Delivery, Indefinite Quantity type of contract with Cost-Plus-Fixed- Fee, Completion type delivery orders for a period of five years. The effort is estimated to require approximately 513,500 man-hours over the five-year period. The RFP will be released on or about 30 January 2004, with a closing date of forty-five days thereafter. Copies of the RFP will be available electronically at www.dt.navy.mil/acquisition. If the RFP is amended for any reason, copies of the amendments will be available at the same website. If for any reason a copy cannot be retrieved electronically, a request can be emailed to hollandla@nswccd.navy.mil. This acquisition is unrestricted.
