Description
SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS.-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. ****The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible Parties may submit a quote. ****The National Institute of Standards and Technology (NIST), has a requirement for one (1) Neutron Generator to be used by NIST?s Californium Neutron Irradiation Facility to provide 2.5 MeV and 14 MeV neutron fields for research into fast neutron spectroscopy, testing of neutron detectors for homeland security, and calibrations for international comparisons for fast neutron measurements. All interested parties shall provide a quote for the following line item: ****LINE ITEM 0001: Quantity one (1) each Neutron Generator with the following required elements and specifications: ***TARGET HEADS: **There shall be one (1) deuterium-tritium (DT) source head and one (1) deuterium-deuterium (DD) source head; **Each target head shall be no longer than 3 feet in length; **Each target head shall be no larger than 8 inches in diameter; **Each target head must allow for continuous and pulsed operation; **DT head shall attain at least two hundred million neutrons per second maximum yield; **DT head shall have a minimum lifetime of 2000 hours at continuous operation at two hundred million neutrons per second; **DD head shall attain at least for two million neutrons per second maximum yield; **DD head shall have a minimum lifetime of 2000 hours at continuous operation at two million neutrons per second; **Each target head must have the option to run in pulsed mode, from a minimum frequency of at most 100 Hz to a maximum frequency of at least 5000 Hz. Preference will be given to systems able to produce pulses at a rate slower than 100 Hz, and/or those that provide a ?one-shot? operational mode; **When in pulsing mode, each pulse must have a maximum rise and fall time of 1 microsecond; **Connections to each source head shall allow for easy switching between DD and DT source heads; **Each tube must include a low-pressure interlock (prevents operation of source head when insulating gas pressure inside tube is lower than manufacturer's specifications.); **Both DD and DT tubes shall not emit any measurable radiation above background levels when non-energized.**** ****HIGH VOLTAGE SUPPLY: **There shall be ONE high voltage supply; **Maximum voltage shall be between 90 and 150 kilovolts; **Cable from high voltage supply to target head must be at least 25 feet in length; **High voltage supply must work with both DD and DT source heads; **High voltage supply shall allow for computer control; **Voltage shall be easily adjustable manually via a knob or switch on the control unit, and/or via the computer software interface. Preference will be given to systems that offer both types of control;**** ****CONTROL UNIT: **There shall be ONE control unit; **The control unit shall work with both DD and DT source heads; **Switching from DD to DT operation (and vice versa) shall consist only of swapping cable connections to change source heads; **Must allow for computer control via serial or Ethernet connection; **Computer control must be able to be at least 100 feet away from control unit; **Must have the following safety interlocks: 1.) Keyed on-off switch; 2.) Warning light with active current monitoring; 3.) Slave relay to High Voltage, with Normal-Closed and Normal-Open contacts 4.) Allow for remote kill switch and door interlocks **Training for one (1) NIST personnel. Training is anticipated to last not less than eight (8) hours. ****DELIVERY SHALL BE FOB DESTINATION and shall be completed in accordance with the Contractor?s commercial schedule. The Contractor shall pack and mark the shipment in conformance with all industry standard procedures, Department of Transportation regulations for transporting radioactive material (tritium and sulfur hexafluoride), and any carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ****The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical Capability, and Past Performance, when combined, are more important than Price. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. Quotes shall clearly identify the maximum performance under those specifications where the Government has identified a preference. In determining best value, the Government will give strongest consideration to operational lifetime, voltage control, and pulsing requirements. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on information obtained from the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its? affiliates. Quoters shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ****The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items.
