- The Announcement was originally published on March 30, 2004 and is being amended to clarify the response date. The response date of April 14, 2004, in the General Information is correct. Disregard any other date that was referenced in the Description. The National Institute on Drug Abuse (NIDA) seeks capability statements from qualified Small Businesses (NAICS 541710, small business size standard is 500 employees). Offerors must possess in-house ability to perform automated searches of a comprehensive list of scientific literature and provide recommendations to NIDA of different chemical entities that may be of interest to our treatment discovery programs. In brief, the objectives of this project are: (1) to perform thorough searches of the scientific literature (chemistry, pharmacology, and behavior) at least monthly and identify compounds which merit evaluation as medications for the treatment of drug dependence disorders, (2) to conduct additional extensive literature searching based on specific independent compound identification sources (3) to develop, implement and maintain a database containing all information (both unstructured and structured data including chemical structures) concerning compounds of interest suggested to NIDA, and (4) to provide detailed monthly reports to NIDA containing extensive information about chemical entities suggested and rationale for why NIDA should be interested in the proposed compounds. Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientists and technical personnel who may be assigned as principal investigator and/or project director; (3) Facilities: Availability and description of special facilities and equipment (hardware and software) required to perform literature searches and reports that support the development of potential pharmacotherapies for the reduction of substance abuse. Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent or the Government?s use of the information. Any proprietary information should be so marked. Interested organizations presenting a capability statement in response to this sources sought announcement must identify their size status. Offerors must send written capability statements by April 14, 2004 to the NIDA Contracting Officer
