Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a sole source basis with Laurence E. Murray dba Murray and Associates under the authority of FAR 6.302 for research in development for the ATF law enforcement exhibits and displays for the new ATF Headquarters facility to be located in Washington, DC. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. All contractor must have security clearances. The contractor must possess the following credentials and qualifications: In depth demonstrated knowledge of ATF, its organizational structure, past and present; proven working knowledge of the various legislative actions and laws that impact ATF?s operating mandate; ATF experience with criminal and regulatory investigations and a historical understanding of how ATF has and continues to relate to its industry partners. Additionally, contractor should have a clear understanding of the important internal and external material issues that have had a positive/negative impact nationally during the last 30 years. This requirement is Set-Aside for Small Businesses. The NAICS code is 712110 with a small business size standard not to exceed $6,000,000. Awardee must be registered in the Department of Defense?s (DOD) Central Contractor Registration database (CCR) for electronic Funds Transfer (EFT). Attn: Jim Huff james.huff@atf.gov.
