The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. PERIOD OF PERFORMANCE: June 2004 - June, 20047. 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES A.1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position will be located in the Narcotics Affairs Section, U.S. Embassy Bogota, Colombia. The position will serve primarily as an advisor to the Colombian National Police/Anti-narcotics Directorate (CNP/DIRAN) for Communications, Command, Control, Computers and Intelligence (C4I) and weapons. In addition, the position will advise other CNP and Colombian Military units supported by the NAS in these areas of expertise. The incumbent will coordinate weapons and C4I acquisitions with the Colombian units and provide advice on C4I and weapons matters. The incumbent will reside in Bogota with approximately 25% of his/her time traveling and working in the field. I. STATEMENT OF WORK Under the direction of the Narcotics Affairs Section (NAS), Bogota, incumbent is responsible for the following: a. Coordinates and monitors assigned NAS/INL sponsored/directed activities in support of Colombian counter narcotics operations in Bogota and forward deployed areas. b. Advises the CNP/DIRAN on specific matters related to tactical communications and weapons employment in day and night, ground and airmobile small unit interdiction operations to include acquisition, training, maintenance and logistics support. Prepares Statements of Work (SOW) and Foreign Military Sales (FMS) cases as required and coordinates directly with the INL contracting office to ensure the timely acquisition of required equipment. c. Coordinates communications and weapons acquisition for the CNP/DIRAN. Determines training requirements, coordinates requests for training, coordinates the use of mobile training teams. Conducts small-scale, on-the-job training, as determined to be feasible. d. Assists in the equipment acquisition and fielding process to support the CNP Re-entry program, with emphasis on C4I and weapons. Coordinates the development and manages a long term Advanced Acquisition Plan and supervises the execution of equipment procurements. Updates the Program Master Acquisition plan to show the latest status of all procurement actions to include the latest price and availability data for authorized equipment. e. Supports the Coastal Interdiction program with weapons and C4I advice. Advises the Program Coordinator on all aspects of tactical communications to ensure compatibility with the Colombian Military (COLMIL) forces. Coordinates training, frequency management, and cryptographic support for the program. f. Supports the intelligence programs for the CNP/DIRAN. Determines equipment and training requirements to support the DIRAN Intelligence and Judicial Groups. Works closely with DEA to ensure compliance with End-Use Monitoring (EUM) procedures. Coordinates with US Intelligence agencies to acquire surveillance and intelligence equipment that best meets the needs without violating technology transfer restrictions. g. Coordinates the acquisition, installation, and operation of communications-related equipment for the CNP Air Service component. Coordinates with the Air Service Advisor and designs a communications strategy to monitor/maintain contact with CNP aircraft operating throughout Colombian airspace. Ensures compatibility with the secure communications equipment used by the CNP/COLMIL ground elements to maximum extent possible. h. Ensures that USG-provided commodities are effectively utilized and that there is no fraud, waste, or mismanagement in the program through continuous oversight responsibility and end-use monitoring in the operational area. i. Continuously evaluates and advises the NAS on the performance of Colombian agencies operating in conjunction with NAS/INL assets and resources in order to recommend and/or provide training as needed. j. Assists in project budget preparation and program planning. k. Assists in defining commodity procurement requirements and preparation of related project documentation. Provides advice and coordination in matters pertaining to commodity maintenance and field support. l. Conducts field surveys, evaluations, and special studies, as directed. m. Assists the NAS Airmobile Advisor and the NAS Base Defense/Security Advisor and the NAS Carabineros Advisor, as directed. n. Briefs State Department, Congressional and other visiting officials on the status of USG-GOC narcotics control projects. Assists in developing itineraries and in escorting official travelers, as directed. o. Assists in end-use-monitoring of international narcotics control commodities provided by the USG. II. MINIMUM QUALIFICATIONS a. U.S. citizen, eligible for a State Department security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). c. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. d. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. e. Relevant experience in Latin America in training of foreign nationals in the use and maintenance of tactical communications and weapons systems, especially as they apply to ground operations/small unit tactics and airmobile operations. f. Experience in managing/planning Security Assistance Programs, particularly with Foreign Military Sales cases. Demonstrated knowledge of US contracting procedures and procurement vehicles; able to function as Contracting Officer's Representative (COR). g. Basic knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program operations and objectives of the USG. h. Demonstrated experience in coordinating with host country military, police and civilian officials. Knowledge of the political, economic and military environment of Colombia as well as knowledge of programs, organization and operations of USG elements involved in the counter-narcotics programs in Colombia. i. Skill in oral and written communication. j. Must be physically qualified to live overseas and willing to engage in in-country travel to remote locations. The work is both physical and sedentary in nature and involves activity both at the U.S. Embassy and at forward operating locations. III. Supervisory Controls a. The incumbent reports to the NAS DIRAN Institutionalization and Interdiction Advisor. The NAS Management Officer acts as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the NAS Director when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent is expected to coordinate as functionally appropriate NAS for the purposes of this program. Completed work is reviewed for timeliness and effectiveness. b. The incumbent receives very general supervision and guidance. Incumbent must exercise a significant degree of judgment and independence in planning work to achieve specific goals and objectives. Informs supervisor of problem areas and presents recommended solutions. c. Authority to make commitments: None. d. Nature, Level and Purpose of Contacts: Will maintain good working relationships with USG and Colombian nationals working on counter-narcotics efforts. IV. EVALUATION CRITERIA a. Offeror?s knowledge and experience in Latin America in training of foreign nationals in the use and maintenance of tactical communications and weapons systems, especially as they apply to ground operations/small unit tactics and airmobile operations. b. Offeror?s experience in managing/planning logistics of forward operations and small unit operations and demonstrated experience in coordinating with host country military, police and civilian officials. c. Offeror?s knowledge of the political, economic, and military environment of Colombia as well as knowledge of programs, organization and operations of USG elements involved in the counter narcotics programs in Colombia. d. Past Performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
