Assistant Operations Officer ISSUANCE DATE: 4/1/04 CLOSING DATE: 4/30/04 SOLICITATION NUMBER: PSC-0004-021 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation, Patrick Air Force Base, Florida. The Office of Aviation provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program in Central and South America. The Office of Aviation performs this mission using a fleet of more than one hundred and sixty (160) fixed and rotary wing aircraft, 1,000 Contractor personnel, and 35 Government and personal services contractor personnel, operating in the United States and various Latin American countries. PURPOSE: The purpose of this professional services contract position is to serve as the Assistant Operations Officer for the Operations Division; to assist in the management of the total operations function of the Aviation Division on a daily basis; to coordinate operational direction/guidance to and oversight/evaluation of contractor and host nation operations activities; to coordinate direction and oversight for contractor and host nation aviation training/standardization; and to perform pilot-in-command duties in fixed wing/rotary wing aircraft. The incumbent is required to develop, coordinate, and implement operational systems/procedures in support of Office of Aviation counter-narcotics operations. Position reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying Office of Aviation assets within or to OCONUS locations. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Chief, Operations Division. The Chief of the Operations Division provides general direction in terms of broadly defined aviation policy/mission/functions, and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is considered to be correct and review of results is for timeliness and effectiveness. 2. STATEMENT OF WORK Develop, coordinate, organize, and implement comprehensive operational systems, and flight policies and procedures for the Office of Aviation. Assist in developing operational tactics and new training procedures through the Office of Aviation training/standardization staff. Coordinate aircraft operational/maintenance test flight activities direction and guidance to the contractor and host nation operations/maintenance activities and personnel. Provide technical input to the Chief of the Operations Division regarding oversight and evaluation of contractor flight operations. Assist and coordinate aircraft and personnel deployments to OCONUS narcotics source countries. Provide aircraft operational/maintenance test flight guidance to and coordination with Participating Agency Support Agreement (PASA) Officers at OCONUS locations. Assume the role of the Chief of the Operations Division in his/her absence. Assist the Chief of the Operations Division in the collection, review, and dissemination of data on aviation tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation. Maintain staff liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to Office of Aviation operations. Perform Supervisory Pilot duties in fixed or rotary wing aircraft. Serve as technical advisor to aircraft accident investigation boards. 3. COMPLEXITY The incumbent assists in supervising flight standardization oversight of U.S. Government, contractor and host nation pilots operating in four countries and at multiple forward operating locations. The incumbent supervises the development of multi-national/multi-cultural pilot training programs, plans, policies, and procedures for the Office of Aviation, coordinates recommendations from staff officers, consults with the Chief of the Operations Division regarding ongoing projects, provides guidance to Aviation Division Standardization Pilots, contractor, host nation and PASA operations personnel, and oversees implementation of the program. The incumbent performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectivity, and flight safety of aviation operations in support of the counter-narcotics mission. 4. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. As this is a flying position, the incumbent is required, in accordance with DoS INL Office of Aviation Aircrew Training Program, to complete an FAA second-class medical examination annually. 5. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections. Flight duties are performed in fixed or rotary wing aircraft at the main base at Patrick AFB, Florida; however, the incumbent may be required to perform flight duties at an OCONUS field site under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent while at these sites. B. MINIMUM QUALIFICATIONS Thorough knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Parts 1, 61, 67, 91, 135, 137, 141, 143, and 830. Mastery level knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of the types of aircraft operated by the Office of Aviation. Extensive experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of fixed or rotary wing pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight-training activities. Skill in the operation of fixed or rotary wing aircraft as an instructor pilot. Certification as an U.S. FAA Flight Instructor (Airplane, Single Engine Land/Multi-Engine Land, or Rotorcraft Helicopter) or U.S. Military Fixed Wing Multi-Engine or Helicopter Flight Instructor qualification. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations in accordance with established INL/A Aircrew Training Program. Knowledge of and skill in operation of desktop computer based word processing systems. Preferred Qualification Knowledge of the Department of State INL/A Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Government contract administration procedures. C. EVALUATION CRITERIA Factor 1. (Assist the Chief of Operations). Offeror?s ability to: a. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. E.
