- You are invited to submit a budgetary quotation to furnish training as outlined in the attached Statement of Objectives. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Your quotation should have a validity period of at least 180 days. This is the minimum time required for processing by HQ USAF and review by the customer country. STATEMENT OF OBJECTIVES. 1. Scope. a. Training is required by the Royal Netherlands Air Force (RNLAF) in support of B-707 Flight Engineer Training. Proposed training will be contractor, Type 1 Special Training, procured by the Air Education and Training Command and presented under the auspices of the Security Assistance Training Program. All instruction and technical information shall be in the English language. b. Contractor shall provide both ground and flight training for one enlisted student. Training shall result in the student being able to perform the following duties and responsibilities: (1) Perform aircraft inspections. Perform aircrew visual inspection; non-scheduled aircraft maintenance; and pre-flight, through-flight, and post-flight inspections of aircraft away from home station. Maintain aircraft forms and records during flight and while aircraft is away from home station. (2) Compute and apply aircraft weight, balance, and performance data. Determine and verify passenger, cargo, fuel, and emergency and special equipment distribution and weight. Compute aircraft weight and balance to ensure specified limits are maintained. Compute takeoff, climb, cruise, and landing data. Determine engine fuel consumption using airspeed, atmospheric data, charts, computer, or electrical calculator. Record actual aircraft performance data in flight engineer?s log. (3) Operate and maintain engine and aircraft systems controls and indicators. Assist pilot or perform engine starts, and monitors run-up, flight operations, and engine shutdown. Operate engine controls to provide desired efficiency and economy. Monitor engine instruments throughout period of operation. Control, monitor and regulate aircraft systems such as electric, communication, navigation, hydraulic, pneudralic, fuel, air conditioning, and pressurization; ventilation; auxiliary power unit; and lubrication systems. Observe warning indications and light for fire, overheat, depressurization, and system failure. Report abnormal conditions to pilot, and recommend corrective action. (4) Though no FAA certificate or type rating shall be awarded as a result of any training obtained under this SOO, the contractor shall provide training that meets the qualification standards for both the B707 Flight Engineer Turbo Jet Powered Certificate and the B707 flight certificate. c. Initial training for the individual can be held in the United States or overseas in contractor-provided facilities. d. Training shall begin as soon as possible after contract is awarded. 2. Student Prerequisites. a. None. Individual is a qualified aircraft mechanic. He will have no previous flight engineer experience or training due to lack of Air Force training availability. b. Individual will have current class III physical and hyperbolic chamber certification before beginning training. He will have a minimum English Comprehension Level of 80. 3. Student Support. a. Student Housing: The contractor shall provide suitable housing for the student during CONUS or OCLUS training periods. Housing will not be provided for accompanying dependants. b. Student Ground Transportation: For training, the contractor shall provide ground transportation to and from the airport serving the contractor?s facility. The contractor shall also provide ground transportation between the training facility and the students? quarters. NOTE: Students are not allowed the use of rental vehicles obtained under any contract resulting from this P&A. 4. Additional Information. a. English Comprehension Level Code. 80-89 ECL - Full Technical Proficiency - Speaks the language fluently and accurately on all levels pertinent to military service needs without errors of pronunciation or grammar that interfere with ease of understanding.
