- The Defense Contracting Command - Washington (DCC-W), on behalf of the Office of the Chief of Chaplains, intends to award a purchase order to Dr. Pauletta Otis, Colorado Springs, CO, on a sole source basis. The objective of this effort is to delinea te the responsibilities of chaplains at the strategic, operational, and tactical levels in analyzing indigenous religions and advising the command on the impact of religious factors on military operations. This study must not only provide guidance for cha plains at these three levels, but also must produce the analytical tools required by chaplains to effectively supply commanders with such analysis and advice. The study must articulate the appropriate boundaries of the chaplain in fulfilling this role in contrast with the roles palyed by military intelligence personnel, information operations personnel, and/or civil affairs personnel. This notice of intent is not a request for competitive proposals. However, the Government will consider all quotes received within 10 days of the date of publication of this synopsis. A determination by the Government not to compete this proposed contrac t based upon responses to this notice is solely within the discretion of the Government. See note 22.
