- With this announcement, the Chicago District Corps of Engineers issues a Pre-solicitation Notice for its intentions to award an Indefinite Delivery Contract to conduct a series of survey research studies in support of Water Resource Related activitie s/projects, among specified qualified respondents primarily in the Greater Chicagoland/Northern Indiana Area. The Contractor will be responsible for providing all the necessary facilities, plants, labor, transportation, materials, and equipment to accompli sh the following: (1) performing tasks to update universe base from which samples are drawn for selected survey research studies; and (2) conduct pre-tests of key elements of all research designs. Technical Evaluation Criteria for vendor evaluation includ es: (1) the requirement for a full service, fully integrated survey research firm with documented experience in conducting large-scale studies employing RDD, and with existing CATI facilities with full-time interviewers. (2) support facilities and personn el must include individual computer terminals, interviewing modules, software available to process on-line responses; full-time supervision to monitor interviews for quality control; sample design and questionnaire construction specialists; adequate backup personnel in all survey research function areas to meet study schedules; principal officer assigned as project director/primary liaison between agency and vendor; hardware sufficient to provide study findings in a form compatible with SPSS or SAS program formats, e.g. ASCII. Procurement is restricted to vendors whose main offices are located within 75 miles of the Chicago District Office. The Classification Code for this procurement is North American Industry System (NAICS) 541910 and 541990 is 100% SET-A SIDE FOR SMALL BUSINESS. The small business size standard for which, is a concern, including all affiliates, earning $6,000,000.00 million or less for both codes.
