Description
The Minerals Management Service (MMS) intends to competitively award a contract for "Literature Search and Data Synthesis of Biological Information for use in Management Decisions Concerning Decommissioning of Offshore Oil and Gas Structures in the Gulf of Mexico." PLEASE READ THIS ENTIRE NOTICE CAREFULLY. THIS REQUIREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS. The North American Industry Classification System Code (NAICS) for this requirement is 541710 -Biology research and development laboratories and services with a size standard of 500 employees. BACKGROUND: Presently, there are over 4,000 structures associated with oil and gas development and production in the state and Federal waters of the northern Gulf of Mexico (GOM). These structures may provide suitable habitat for reef-dependent and reef-associated fishes in an area that has limited naturally occurring hard substrate. Parker et al. (1983) estimate there are only about 2800 km2 of naturally occurring hard bottom between Brownsville, TX and Destin, Florida. The oil and gas structures in the northern GOM provide about 12 km2, or about 0.4 percent of the natural reef area (LGL, 1998). This number has remained steady over the past decade because new structure installations have roughly equaled the number of structures that are removed each year. However, many of the oil fields of the GOM are reaching the end of their economic lives, and within the next ten years removals are expected to outpace installations. How will the removal of large numbers of oil and gas platforms affect the existing fish stocks and ecology of the GOM? This is a very complex scientific question and one of the first steps should be a literature search and data synthesis of the large amount of scientific research that has been done on natural and artificial reefs in the GOM. MMS has funded several studies to help analysts and managers better understand the ecological role of artificial reefs, and in particular, the role of oil and gas platforms in the northern GOM. The focus of these studies has generally been on the small-scale, local effects and community structure of individual platforms. Other Federal and state agencies, and universities have funded natural and artificial reef research in the GOM. However, no efforts have been made to compile this research and use the information to assess the Gulf-wide ecological role of artificial reefs and how the GOMR's ecology might be impacted when the oil and gas platforms are removed. To address this information need the MMS is conducting this study. OBJECTIVES: The objectives of this project are to: 1) compile and review the available research on the biology and ecology of natural and artificial reefs in the Gulf of Mexico; 2) evaluate the Gulf-wide marine ecological impacts of the oil and gas structures located on the Gulf of Mexico OCS; 3) assess the Gulf-wide ecological consequences of removing the oil and gas structures from the GOM; and 4) identify information gaps for future studies. The performance period of this study shall be thirty (30) months and shall encompass all contracted tasks from initial planning, through, and including, MMS's final acceptance of all contract deliverables. Cost of this study is estimated to be between $300,000 and $350,000. To Respond: In order to compete for this contract, interested parties must demonstrate that they are qualified to perform the work by providing a Capabilities Statements by 4/22/04, detailing: (1) Your key scientific and technical personnel, (those who would have the primary responsibility for performing and/or managing the project) with their qualifications, specific expertise, and experience. Particularly relevant is their expertise in the fields of marine biology and reef ecology (data analysis and field work experience) demonstrated by qualification and authorship in peer-reviewed publications. Information about technical personnel who will be responsible for the organization of information and the production of documents and manuscripts must be provided. (2) Your organization's experience with this type of work and a description of your facilities. Specifically, we will look at your ability to timely complete projects, adhere to schedules and budgets, effectiveness of cost controls, and quality of products delivered; degree of comparability of past projects to the current project, including number, complexity, and size. Information about your subcontracts, partners, and quality of cooperation between organization, staff, key personnel, and the client must be provided. (3) Specific references (including project identifier/contract number and description, period of performance, dollar amount, client name, and current telephone number) for work of this nature that your personnel or organization is currently performing or has completed within the last three (3) years. Also, please include any negative references and your rebuttal explaining your side of the story. All references will be checked to validate the information provided. Offerors shall submit an original and four (4) copies of the Capabilities Statement to Ms. Jane Carlson, Contracting Officer, Minerals Management Service, Procurement Operations Branch, 381 Elden St., MS 2510, Herndon, VA 20170-4817. Eight (8) additional copies shall be submitted to Ms. Connie Landry, Minerals Management Service, Gulf of Mexico OCS Region, 1201 Elmwood Park Boulevard, MS 5431, New Orleans, Louisiana 70123-2394. It is the responsibility of the Offeror to ensure that the Capabilities Statements are received by the dates and time set forth above. Timeliness of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon, Virginia. Your capabilities statement will be evaluated based on: (1) Past performance which includes: adherence to schedules and budgets, effectiveness of cost control, the acceptability of previous products delivered, effectiveness of program management, and the Offeror's willingness to cooperate with the customer in both routine matters and when confronted by unexpected difficulties. (2) The degree of comparability of past projects to the current project, including number, complexity, and size; (3) The experience and expertise of all scientific and technical Key Personnel. Evaluation factors include the length and quality of experience for each person assigned to perform specific tasks, their experience and expertise in the fields applicable to the performance of this study and their level of effort commitment towards this study. (4) Your Project Manager's demonstrated leadership ability and experience with managing a large team and ability to control costs and to keep project performance and document preparation on schedule. Following review and evaluation of all Capabilities Statements, only those determined from the evaluation factors described above to be most qualified to successfully perform the effort will be provided a detailed Request for Proposal.
