Description
The Naval Air Warfare Center Aircraft Division intends to enter into negotiations on a sole-source basis with Boeing Aerospace Support via modification to an existing delivery order to continue development and demonstration of specialized tools. This effort is intended to facilitate the concept that the next higher level assembly diagnostic information and historical maintenance of the Smart TPS can be utilized to enhance the effectiveness of the US Navy Support Equipment to achieve: 1) reduced fault isolation times; 2) increasing diagnostic accuracy, thereby reducing Can Not Duplicates (A799s). This increase in effectiveness will dramatically reduce support costs. Tasks have been identified to further mature the Smart TPS tool set by integrating other disparate systems into the original concept with an integrated solution to be demonstrated which satisfies this requirement. Boeing Aerospace Support, as the sole designer and developer of the Smart TPS tool set, is the only known firm with the unique knowledge, experience, technical data, software and test equipment to enhance the Smart TPS tool set. The Government does not own the technical data and does not have rights to the source code. This notice is not intended as a request for proposals; however, all interested sources must submit a proposal not later than 15 days following the date of this notice. A determination by the Government not to open this procurement to competition based on responses to this notice is solely within the discretion of the Government. No solicitation package will be available.
