Description
The IRS has a requirement for on-site maintenance and repair services for nine (9)Multi-Functional Document Handling Systems (MDHS) at the nine (9) IRS Submission Processing Campuses (SPC) (formerly known as Service Centers). There is one MDHS at each SPC. The MDHS is a Bowe Bell & Howell (BB&H) Mail-Star 500 Inserter. This inserter is used to cut, fold, insert, out-sort file or suspense copies, and sort finished mail pieces by weight. These systems are used in the main stream processing of tax returns and related taxpayer correspondence, thereby making their scheduled operation critical to the overall continued tax processing flow within each IRS SPC's daily outgoing mail. These machines are 15 years old and were reconditioned during FY2003. This requirement is for: (1) one (1) contractor field Customer Service Engineer (CSE) at each of the 9 IRS SPCs for an eight hour shift. Hours will depend on the site requirement. There is potential for additional, on-call maintenance services for these locatons; (2) three (3) dedicated support engineers located at the contractor's plant; (3) other plant support personnel with proprietary expertise on all MDHS software, firmware, and hardware, plus other MDHS maintenance support services; and (4) MDHS "equivalent" test system and special field support at the contractor's plant. This BB&H equipment contains proprietary software, firmware, hardware, and electronic systems designs for processing mail. Firms wishing to participate in this acquisition must be able to obtain BB&H certifications to work on this equipment prior to entering into a potential contract with the IRS to ensure that warranties on this equipment are not violated. This follow-on acquisition is for the continuation of maintenance and repair services for the subject equipment. It is intended to cover a 60-month performance period (a Base Year and four (4) one (1) year Option Years), commencing on October 1, 2004. Interested firms are required to submit a capabilities statement showing they have the technological data and ability necessary to maintain this equipment in accordance with BB&H requirements. This notice of intent is not a request for proposals, however, all capabilities statements received within 45 calendar days from the date this synopsis is published in the Federal Business Opportunities will be considered solely for the purpose of determining whether to conduct a competitive procurement.
