Description
The Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Aircraft Division (NAWCAD), St. Inigoes, MD has a requirement for engineering and technical services to support the Identification Systems Division with In-Service Engineering Activity and Software Support Activity services for Non-Cooperative Target Recognition, Non-Cooperative Target Identification, and other Combat Identification and Air Traffic Control systems. These services will include system design, development, integration, test and evaluation, installation, fielding, certification, maintenance, and logistic support of Navy, Department of Defense, and Commercial activity electronic equipment, systems, and subsystems. The contract type will be Cost Plus Fixed Fee (CPFF) term, with a total estimated Level of Effort (LOE) of 199,570 manhours over a period of five (5) years. The base period of performance is planned to begin on 1 November 2003 and end on 31 October 2004, with four (4) one-year option periods which if exercised will extend the period of performance of the contract through 31 October 2008. Of the total estimated LOE, 80% is estimated to be performed as Government on-site support at NAWCAD, St. Inigoes and 20% is estimated to be performed at the contractor’s facility. This action is a follow-on to contract N00421-97-C-1105 with ManTech Systems Engineering Corporation, 12015 Lee Jackson Highway, Fairfax, VA 22033-3300. Requests for information regarding the current contract will be processed through Ms. Mary-Ann Bruton (Freedom Of Information Act (FOIA) Specialist). This procurement will be processed under full and open competition; however, the solicitation will include a requirement that 15% of the total value of the resultant requirement be subcontracted to small business firms. Basis for award of the resultant contract will be a determination of Best Value to the Government as established by the tradeoff process, cost and non-cost factors considered. All potential Offerors must have or be able to obtain a “Top Secret” facility clearance. It is the Government intention to release the final solicitation, including any subsequent amendments via the NAVAIR Solicitation Index at: http://www.navair.navy.mil/doing_business/open_solicitations/. It is the contractor’s responsibility to continuously monitor this web site for the latest information concerning this requirement. The estimated solicitation release date is 1 June 2003.
