- The Carl D. Perkins Vocational and Applied Technology Education Act of 1998 (Perkins III) directs the Secretary of Education to conduct an "independent evaluation and assessment of vocational and technical education programs under this Act" (also known as the National Assessment of Vocational Education or NAVE) and appoint an independent advisory panel (IAP) to advise the Secretary on the implementation of the assessment. The legislation also authorizes the IAP to submit its own report or statement to Congress. Because of that objective, technical support services are needed to assist the IAP to edit, design, and layout the IAP report. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The intended source, MPR Associates, Inc., 2150 Shattuck Ave., Suite 800, Berkeley, CA 94704, has worked on recent NAVE reports, including the NAVE Interim and Final reports. The firm has developed past report files, formatting styles, logos, and electronic signatures of IAP members, thereby making the editing and formatting of the IAP report more time efficient. Above all, the IAP report requires quick turnaround and needs to be completed within 14 days of the effective date of this purchase order. In addition, all IAP members must approve the report within this period of time. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the posted response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
