- Description
- The Department of Homeland Security (DHS), U.S. Citizenship & Immigration Service (USCIS) intends to negotiate on a sole source basis with the National Academy of Sciences (NAS) under the authority of FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. DHS/USCIS has a requirement for an independent committee of experts to provide an assessment of the technical development of the redesigned U.S. Citizenship tests that will optimize the validity, reliability, and fairness of the redesigned tests. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received within 15 days of this posting. A determination by the Government not to compete this proposed requirement based upon response to this notice is solely within the discretion of the Government. A Request for Proposal (RFP) package is not available.
