- THE PURPOSE OF THIS MODIFICATION TO THE INITIAL SYNOPSIS IS TO SUPPLEMENT THE INFORMATION PROVIDED: The United States Coast Guard (USCG) intends to issue a sole source firm fixed price contract to ORBCOMM to obtain Contractor technical and Management support services to develop the capability to receive, process and forward the Automatic Identification System (AIS) signal via spacecraft and their associated ground systems. The USCG requires this capability within the next two years. Under the authority of 41 U.S.C. 253(c)(1), ORBCOMM is considered to be the only responsible source and no other supplies or services will satisfy agency requirements. ORBCOMM is unique in that it has a satellite communications system that operates in the required VHF band and has a plan to finalize design for the replacement/replenishment of its satellites in the next few weeks. This requirement includes, but is not limited to, the following: (1) Design payload add-on to receive and process the AIS signal (162 MHz (VHF); (2) Build the payload; (3) Mate the payload to an existing satellite scheduled to be launched within the next year and a half; (4) Launch the satellite; (5) Check-out the AIS payload; (6) Provide AIS reporting from that system to a USCG Command center; (7)Design payload AIS portion of ORBCOMM replenishment satellites to be launched in 2006; and (8) Design modifications to ORBCOMM ground system to allow forwarding of collected AIS signals to Coast Guard Command Center.
