- This synopsis modification changes the anticipated issue and response dates for this requirement as indicated below. The United States Coast Guard, MLC Atlantic intends to issue a solicitation for a firm fixed price requirements contract for Buoy Maintenance and Repair for the USCG 9th District in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The Request for Quotations (RFQ) will be issued on or about May 10, 2004 via the Federal Business Opportunities (FedBizOpps) web site at http://www.eps.gov. The RFQ number will be DTCG80-04-Q-C25020; hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. This RFQ will be issued as a 100% set-aside for certified HUBZone Businesses. The North American Industrial Classification Code is 332313, and the small business size standard is 500 employees. This acquisition for Buoy Maintenance will include one base year and four option years. The work items will include Overhaul Aids to Navigation (ATON) Buoys; Upgrade ATON Buoys; Outfit ATON Buoys; and Provide Round-trip Transportation for ATON Buoys between destination locations and the Contractor?s facility. Destination locations include Milwaukee, WI; Sturgeon Bay, WI; Essexville, MI; Sault Ste Marie, MI; Detroit, MI; Charlevoix, MI; Cheboygan, MI; Port Huron, MI; Buffalo, NY; Saginaw, MI; and Duluth, MN. An estimated 70 to 100 buoys may be ordered each year. All interested HUBZone businesses may submit a quote, which shall be considered by the Coast Guard. The government will award a firm fixed price contract resulting from this RFQ to the responsible quoter(s) whose conformance to the RFQ will be most advantageous to the government, price and other factors considered. Quotes will be due by 4:00 PM EDT June 1, 2004.
