Description
The purpose of this amendment is to clarify the solicitation requirements. The Civilian Personnel Management Service has a requirement to provide an executive development course to DLAMP participants as the final element prior to program completion. CPMS has selected the Brookings Institution course, ?Executive Leadership in a Changing Environment: A Program for SES Managers and SES Candidates,? to meet this requirement. The period of performance is 15 Apr 04 through 14 Jan 05 with three one year options. The requirement for this effort is to provide training to approximately 500 DLAMP participants within 6-9 months of contract award. The annual requirement for the next three option years is approximately 200 participants. Class size is normally 25 students. The course must complement and build upon the leadership competencies developed through other program elements. These include the two-week leadership course provided to DLAMP participants upon admission to the program, instruction in leadership provided through Professional Military Education (War Colleges), and business/management skills acquired through the graduate education requirements of the program. The final leadership course must meet the following requirements: Be available as a standard offering of the provider (?off-the-shelf?), in order to eliminate separate development and revision costs and minimize lead-time to begin training. Focus on leadership in the public sector, with emphasis on the roles, challenges, ethical considerations, and democratic processes unique to Federal service, in order to foster and renew a strong commitment to public service. Focus directly on the Office of Personnel Management Executive Core Qualifications (ECQs), with primary emphasis on: Leading Change, Leading People, and Building Coalitions/Communication. Emphasize the leadership competencies underlying the ECQs at the executive level: Influencing/Negotiating, Strategic Thinking, Political Savvy, and External Awareness. Include an assessment of and feedback on the student?s executive qualifications. Include both experiential and academic styles of learning. Accomplish objectives through approximately one week of instruction. The current requirement is for 500 class seats, to be scheduled over a period of approximately six to nine months. The contract should provide for three option years, each with a requirement for approximately 200 class seats. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
