Description
It is the intent of the National Institutes of Health (NIH) to procure professional services on a sole source basis with Elizabeth A. Gard, Beallsville, MD. This contract is for short-term immediate veterinary support for the Division of Assurances, Office of Laboratory Animal Welfare (OLAW). Due to changes in personnel and an increased workload, the Division of Assurances is in immediate need for short term support to assist with a backlog of new and renewal Assurances of Compliance and related annual reports. The Assurances are fundamental to OLAW implementation of the PHS Policy on Humane Care and Use of Laboratory Animals. It is anticipated that 36 days of professional veterinary support will allow the Division to adequately address the backlog. Elizabeth A. Gard, D.V.M., a board certified Diplomat of the American College of Laboratory Animal Medicine, has the qualifications and experience necessary to review Assurances and annual reports for compliance and consistency with PHS Policy requirements and evaluate institutional animal care and use programs. She received her veterinary degree in 1977 and became an ACLAM Diplomat in 1987. Dr. Grad is immediately available to work from April through September, 2004, to meet the needs of the Division of Assurances as described above. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a capabilities statement in a timely manner which will be considered by NIH. Firms interested in responding to the notice must be able to provide the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice.
