- The Environmental Protection Agency (EPA) intends to award a sole source contract, under FAR 6.302-1 only one responsible source, to the National Academy of Public Administration (NAPA) for support for the National Facility Identification System Enhancement. This proposed contract will be a follow-on effort to NAPA grant number X-83077101-0 which recently expired. The effort under the grant addressed details necessary for integrating facility identification data into a comprehensive system of environmental information that would serve the needs of non-government entities. EPA collects facility information through the authorities provided in various regulations and statutes. Currently, the Facility Registry System (FRS) master files are created in EPA's Office of Environmental Information (OEI) and reviewed and enhanced by a Regional Data Steward network. These records are based on information from EPA's national program systems and state master facility records and are enhanced by other web information resources. Under this proposed contract, OEI will obtain an evaluation of the existing facility identification system from the perspective of potential non-government users. NAPA shall prepare recommendations for enhancements to the system, as appropriate, to make it a more effective electronic tool for use by non-government entities. NAPA shall provide for four tasks: 1) work plan development and progress reporting, 2) research and information collection to describe the need for facility identification information by non-government stakeholders, the extent to which EPA's existing FRS meets or does not meet those needs, the types of enhancements to EPA's existing system that would address the unmet information needs of non-governmental entities, and technological requirements of those enhancements, 3) analysis of all information collected and the results of all research conducted under task 2 and develop a set of options for enhancements to EPA's existing facility identification system, and 4) final report summarizing the work conducted , presenting the options considered, the results of the evaluation of options and conclusions and recommendations.
