Description
Notice of intent to negotiate a Sole-Item purchase order. Microsoft License and software assurance for Microsoft SQL Server, and Enterprise versions of Microsoft Windows 2003 Server and Microsoft Exchange are the only items that are required by the government. This is a combined synopsis/solicitation for commercial items as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Quote No. DE-RQ52-04NA25166". This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. This acquisition is a 100 percent small business set-aside. Offerors responding should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business, or 8(a) business. The North American Industry Classification System (NAICS) Code is 421430 with a corresponding qualifying size standard of 100 employees (indicates maximum allowed for a concern, including its affiliates, to be considered small). The DOE/AL intends to purchase the following specified line items: Item 1 - NSN/PN P72-00114, MS Windows Server Enterprise 2003, Quantity: 10 Each. Item 2 - NSN/PN P72-00167, MS Windows Server 2003 Enterprise? License and Software Assurance (3 years maintenance) - Quantity: 10 Each; Item 3 - NSN/PN 395-02454, MS Exchange Server 2003, Enterprise Edition - License and Software Assurance (3 years maintenance) - Quantity: 5 Each Item 4 - NSN/PN 395-03025, MS Exchange Server Enterprise 2003, Quantity: 5 Each; Item 5 - NSN/PN 228-01459, MS Windows SQL Server 2003, Standard Edition - License and Software Assurance (3 years maintenance) Quantity: 2 Each; Item 6 - NSN/PN 228-01265, MS Windows SQL Server 2003, Standard Edition - Quantity: 2 Each. The desired delivery date is: 4/30/04 with Delivery to: US Department of Energy, Attn: Barbara Sporleder, ITD, Pennsylvania & K Streets, Bldg. 20397, Albuquerque, NM 87116, Cheapest Normal Method. Delivery shall be FOB Destination. Award will be made based on the lowest evaluated price. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Only those Offerors who can furnish the items that meets all the requirements specified herein will be considered. Award will be made based on the lowest evaluated price. All Offerors will need to include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification -- Commercial Items with the offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. The following local clause applies to this acquisition: H-150 Lobbying Restriction (Energy & Water Development Appropriations Act, 2001) (Jul 2001) The contractor or awardee agrees that none of the funds obligated on this award shall be expended, directly or indirectly, to influence congressional action on any legislation or appropriation matters pending before Congress, other than to communicate to Members of Congress as described in 18 U.S.C. 1913.
