- INTRODUCTION: Bechtel SAIC Company, LLC (BSC) intends to issue a Request for Proposal (RFP) and to subsequently award a subcontract to provide the services generally described below to pre-qualified bidders only. To be deemed pre-qualified to receive the RFP, potential bidders are invited to provide such documentation necessary to demonstrate ability to meet each element of the Yucca Mountain Project (YMP) specific pre-qualification criteria set forth below. The contemplated subcontract will include, but is not necessarily limited to, the following information and criterion. BACKGROUND INFORMATION: BSC is in the process of implementing an Earned Value Management System (EVMS) on the YMP that defines management concepts and objective criterion and achieves Defense Contract Management Agency (DCMA) and Office of Engineering Construction Management (OECM) certification status. SCOPE OF WORK DEFINITION: Professional services are required to provide specific input to project controls EVMS staff during the certification process and provide unique knowledge and experience to achieve DCMA/OECM certification status. The EVMS validation process requirements for the YMP, in part, includes the following: - Review existing control account plans, procedures, processes, reports and other EVMS planning documents to aid in customizing YMP project specific training. - Provide enhancement recommendations. - YMP customized training. Estimated on-site training for project controls, senior management, and control account managers is as follows: a. 24-hour introductory training to approximately 40 project controls managers, supervisors and leads b. 4-hour orientation to approximately 45 senior management and project/support personnel (control account manager candidates) c. 24-hour introductory training for approximately 40 control account managers PLACE OF PERFORMANCE: The work is to be performed at BSC?s on-site offices located in Las Vegas, Nevada. PERIOD OF PERFORMANCE: BSC anticipates issuance of an RFP the end of April 2004. The anticipated date for award of the subcontract is late May 2004 with a Notice to Proceed provided at that time. PRE-QUALIFICATION REQUIREMENTS: To be deemed pre-qualified to receive an RFP, potential bidders must demonstrate the following listed minimum pre-qualification element requirements: - Substantial experience, 15 years or more, in both government and commercial environments in providing services of the nature described in this pre-qualification. - Approach methodology demonstrating experience in achieving the desired certification status by providing its descriptive approach in the following areas: > Requirements analysis > Training overview > Review process - Approach to the project including personnel by discipline. - Recent and relevant EVMS system descriptions, procedure development and certification experience of those key and senior technical personnel intended to be proposed that: (a) demonstrates the breadth of experience, (b) significant prior involvement in providing consulting training support to expedite EVMS implementation and system validation, and (c) demonstrated experience with U. S. Government agencies, including Department of Defense and Department of Energy. - Corporate experience illustrating qualifications directly related to the type and magnitude to that set forth in this pre-qualification. - Reference list of all directly relevant experience to support this pre-qualification. - Client list of work currently being performed that sets forth client name, address, contact, telephone number, work description, value, location, and period of performance. PRE-QUALIFICATION PROCESS: BSC will evaluate the respondents to validate that the minimum pre-qualification requirements as stipulated in this pre-qualification have been met from the perspectives of (a) technical requirements, (b) corporate experience, and (c) personnel experience. EXCLUDED PARTIES LISTING SYSTEM: Respondents shall affirm that its company is not listed on the U.S. Government?s List of Parties Excluded from Federal Procurement and Non-Procurement Programs, and confirm that it is not aware of any current action by the Government that would preclude its company for participating in this project. RESPONSE SUBMITTAL: Three (3) hard copies of the Respondent?s submittal, and one submission via e-mail, are required no later than 4:00 p.m. (PDT) on April 19, 2004. Include the name, title, address, telephone number, facsimile number, and E-mail address of the responsible person to whom future communications regarding the RFP should be addressed.
