Police Liaison Officer ISSUANCE DATE: 04/07/04 CLOSING DATE: 04/11/04 SOLICITATION NUMBER: PSC-04-023 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612??s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. PERIOD OF PERFORMANCE: April 2004-October 2004 7. PLACE OF PERFORMANCE: Port-au-Prince, Haiti 8. JOB DESCRIPTION: See below I. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR The Narcotics Affairs Section in Port Au Prince Police Liaison Officer (PLO) will work collectively with INL Washington, the Haitian National Police (HNP), the OAS Special Mission (SM) in Haiti and the UN to develop, implement, and initially advise the HNP and the Ministry of Interior on matters related to standing up a successful criminal justice system in Haiti, and to coordinate U.S. foreign policy initiatives regarding the successful training, equipping and continued development of the HNP. The PLO frequently meets with members of the international community, including police and non-police assigned to the Multinational Interim Force (MIF), OAS SM, UN Mission, and various non-governmental organizations (NGOs) for the purpose of gathering and disseminating information pertinent to HNP development, integration into a possible future CIVPOL mission and the overall international effort directed at Haitian law enforcement development. The PLO is frequently required to attend emergency action committee and law enforcement working group meetings at the Embassy and render opinions of overall police project progress based on sources such as reporting by relevant U.S. advisors, MIF commanders, and OAS and HNP police authorities. The PLO will be in charge of the US law enforcement development team in Haiti. Background INL and the Bureau for Western Hemisphere Affairs plan to send a total of up to 6 police advisors to work with the HNP and SM to advise, set up the police academy, work within the Ministry of the Interior, and work with the HNP Director General to start vetting, develop a strategic plan and management structures, and set up a command and control structure. The coordination of a complex program of this scope and importance to U.S. foreign policy goals requires a full-time person with significant police expertise to monitor and troubleshoot the day-to-day aspects of the police and administration of justice program. This PLO will have the responsibility to coordinate the work of up to 6 other police advisors in Haiti working with various elements of the police and justice institutions. Level of Effort -- The position is full-time, with a minimum of 40 hours per week. -- The PLO will report to the INL program manager in Washington and the Deputy Chief of Mission (DCM) at the Embassy in Port-au-Prince. -- Frequent travel to all areas of Haiti is required. Infrequent travel within the geographical region and internationally may also be required. Position Elements -- Provide expert police advice to the MOI and DG of police regarding the establishment of a functioning, accountable police force. -- Monitor and evaluate the effectiveness of the HNP in Haiti, with special emphasis on HNP development, and any U.S. CIVPOL activities and the unique policy matters related to law enforcement development and U.S. CIVPOL. -- Coordinate activities of U.S. police advisors assigned to the Haitian Police Academy, prison system, Ministry of the Interior, and HNP Director General??s office. --Liaise with the MIF and Police Officers assigned to the OAS Special Mission and their contract program managers to ensure that acceptable OAS and U.S. standards of police assistance and performance are being met throughout the project. -- Meet with senior OAS police officials to evaluate current and potential CIVPOL policies and procedures, and make recommendations to INL, Embassy Port au Prince, and/or other international representatives as necessary. -- Ensure that a structure for vetting HNP officers working with the office of the HNP Director General is established. -- Monitor and express professional opinions on the quality and scope of instruction being delivered to HNP recruits at the Police Academy in Haiti and the type(s) and quantity of police equipment needed to facilitate the long-range sustainability of the HNP. -- Oversee U.S. bilateral projects focused on internal HNP capacity building and making recommendations to INL for any necessary changes. -- Meet with members of the HNP to analyze internal perspectives and progress of the indigenous police organization. -- Establishing a close working relationship with the Regional Security Officer (RSO), Narcotics Affairs Section (NAS) officer and Consular Officers assigned to post for mutual exchange of information impacting the safety and security of U.S. law enforcement personnel serving in the mission. -- Arrange, coordinate, and report on visits for designated U.S. Officials related to the overall law enforcement mission. -- Draft reports on the activities of the overall law enforcement effort and on substantive meetings related to the HNP. II. Minimum Qualifications -- US Citizenship. -- At least 10 years experience in U.S. domestic law enforcement. -- Experience working with the UN or other international organizations overseas in a CIVPOL or related mission. Preferred Qualifications ?h-- Superior negotiation and interpersonal skills. -- Excellent oral and written English communication skills. -- Oral and written French communication skills. -- Knowledge of police development in an international environment. -- Familiarity with the Haitian environment. -- Experience in coordination of CIVPOL operations. III. SPECIAL INSTRUCTIONS TO OFFERORS: Offerors are required to specifically address their qualifications, experience and expertise in the following areas: Ability to: -- Assist in the creation and implementation of policy objectives identified by INL; -- Effectively collect and report information relevant to NAS, HNP, MIF, CIVPOL and overall Haitian Law Enforcement mission development; -- Be flexible in working under pressure, with limited time frames, and during times of rapidly developing events; and -- Negotiate, communicate, and coordinate with the OAS, MIF, UN, NGOs and other members of the International community to develop effective and complimentary U.S. programs. IV. Evaluation Criteria -- Factor 1 Offeror??s ability to assist in creating and implementing U.S. foreign policy directives regarding the training, equipping, and continued development of the Haitian National Police, and monitor and coordinate the work of up to six other police advisors to be placed within the Government of Haiti??s police and justice structure. (35 points) -- Factor 2 Offeror??s ability to effectively liaise with members of the international community, including police and non-police personalities assigned to OAS Special Mission, UN, MIF, and various NGO??s for the purpose of gathering and disseminating information pertinent to HNP and overall international Haitian law enforcement mission development. (35 points) -- Factor 3 Offerer??s demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form. (15 points) -- Factor 4 Offeror??s demonstrated familiarity with the NAS, UN, OAS, MIF, and other related or similar international organizations in Haiti, and demonstrated understanding of the requirements for coordinating U.S. programs with them. (15 points) V. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant??s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
