Description
This is the second amendment to the original synopsitation. No other amendments are anticipated. Only proposals submitted by contractors who attended or were represented at the mandatory site visit conducted 25 Mar 2004 at Davis-Monthan Air Force Base will be considered for contract award. Proposals submitted by contractors who did not attend or were not represented at the mandatory site visit will be considered non-responsive and will not be considered for contract award. Complete proposals must be delivered to the 355th Contracting Squadron, 3180 S. Craycroft Rd. Davis-Monthan AFB, AZ 85707, not later than 2:00 P.M. Mountain Standard Time (MST) on Wednesday, 14 Apr 2004. Facsimile (FAX) or electronic (email) proposals will not be accepted. Point of Contact is TSgt Timothy W. The following are deletions/additions/changes to the original synopsitation: ADD: ?Paint: Primed and painted red or navy blue enamel of the hoist runway. DELETE: ?Existing power in-place: 208v-3ph-60hz, to be verified during site visit.? ADD: ?Existing power in-place: 460v-3ph-60hz.? DELETE: ?Complete proposals must be delivered to the 355th Contracting Squadron, 3180 S. Craycroft Rd. Davis-Monthan AFB, AZ 85707, not later than 2:00 P.M. MST on Friday, 2 Apr 2004. Facsimile (FAX) or electronic (email) proposals will not be accepted.? ADD: ?To enable the government to determine the applicability of federal labor laws to this requirement, the contractor must state in their proposal the estimated labor costs associated with on-site installation of the hoist system. ADD: ?Complete proposals must be delivered to the 355 Contracting Squadron, 3180 S. Craycroft Rd. Davis-Monthan AFB, AZ 85707, not later than 2:00 P.M. MST on Wednesday, 14 Apr 2004. Facsimile (FAX) or electronic (email) proposals will not be accepted.? ADD: ?The cutoff date and time for any additional questions from contractors who attended or were represented at the mandatory site visit conducted 25 Mar 2004 is Thursday, 8 Apr 04 at 2:00 P.M. MST. Questions must be submitted by email to both of the two points of contact listed above.? The following are answers to questions generated during the 25 Mar 04 site visit: 1. Are there color requirements for the hoist runway? Answer: Yes; red or navy blue. 2. What type of main power exists for the hoist? Answer: 460v-3ph-60hz. 3. Are building drawings available? Answer: No. 4. What is the concrete thickness in hangar 1447? Answer: Ten (10) inches. 5. Who is responsible for moving the conduit, air and electrical lines, etc., against existing hangar frames for hoist installation? Answer: The contractor will not be allowed to remove the fire suppression system components or hangar electrical lines. The contractor may remove air lines. The contractor will be required to re-install and restore to original operating state all air lines removed prior to completion of the hoist system installation. The contractor will coordinate with the customer representative to ensure air line removal/reinstallation is coordinated through the 355th Civil Engineering Squadron. 6. What is the required hook height up to the bottom of girder? Answer: Minimum height to bottom of bridge is 18 feet; preference is to achieve maximum clearance allowed by existing structural limitations. 7. Is a pendant back-up (P/B) radio system required? Answer: Yes, a pendant back up radio system is a hoist system requirement. 8. What distance of hook travel is required by maintenance? Answer: 22 feet. 9. Who will provide electrical to power hoist? Answer: The contractor is required to connect electrical power from the hangar facility to the hoist system. 10. Will the Davis-Bacon Act be incorporated in the hoist purchase requirement Answer: The answer to this question will be determined after installation labor costs are evaluated as a part of the total hoist system price of the successful contractor?s proposal. 11. Will bays be removed from the hangar? Answer: No. 12. Will sprinkler lines remain in place? Answer: Yes. Davis-Monthan AFB is located in Arizona and does not shift from Mountain Standard Time (MST) to Mountain Daylight Savings Time (MDST); the local time zone remains Mountain Standard Time (MST). Contractors submitting proposals must take this fact into account to ensure solicitation due date times are met. All other information posted in the synopsitation remains unchanged.
