- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. (ii) This solicitation, F9SFT540770100 is issued as a request for proposal (RFP). (iii) This solicitation documents incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-21. (iv) This acquisition is unrestricted. The associated NAICS code is 541511 and the small business size standard is 18 million dollars. (v & vi) The Government anticipates a sole source award to Flightscape. The Government is offering this contract as a package; SPLIT AWARDS WILL NOT BE CONSIDERED. The following is a description of the required services: 1.1 Scope of Work: Provide direct flight recorder processing in support of mishap investigations or the ancillary functions associated with maintaining laboratory resources and personnel technical currency. 1.1.1 Laboratory Resource Maintenance: The contractor shall provide all labor, tools, equipment, material, supplies, supervision, transportation, on-site software maintenance and upgrade of laboratory resources as required in the Task Order (TO). Within 14 calendar days of the completion of the task, the contractor shall provide a written report detailing the final configuration of all laboratory resources modified as part of this task as well as anticipated hardware and software requirements. 1.1.2 Initial Training: The contractor shall provide, within 60 calendar days of receipt of TO, initial training to newly-assigned Air Force Safety Center (AFSC) personnel for the latest versions of their delivered software products. The contractor shall deliver a training program curriculum upon the first issuance of this task and update the curriculum with each reoccurrence of the task. 1.1.3 Refresher Training: The contractor shall provide, within 90 calendar days of receipt of TO, refresher training to AFSC personnel for the latest versions of their delivered software products. The contractor shall deliver a training program curriculum upon the first issuance of this task and update the curriculum with each reoccurrence of the task. 1.1.4 Mishap Investigation Support: The contractor shall provide for the recovery, decompression, processing, transcription, analysis and animation of data from flight data recorders (FDR) and cockpit voice recorders (CVR). For each mishap investigation support effort, the contractor shall deliver a two-part report in accordance with Attachment 1. An initial ?first look? report shall be provided within 36 hours of receipt of necessary information. An interim report shall be provided no later than 5 calendar days after receipt of necessary information. A final report shall be provided no later than 14 calendar days after receipt of necessary information. USAF property shall be disposed of in accordance with TO. The contractor shall be required to provide mishap investigation support either from the Mishap Analysis & Animation Facility (MAAF) or from their own facilities as required in the TO. 1.1.5 Products: The contractor shall deliver new or upgraded software, licenses, technical support and project unique files. The contractor shall also develop and deliver mishap investigation templates and automatic data generation for aircraft fleets as required in the TO. (vii) Period of performance is 26 April 2004 to 25 April 2005. Delivery will be FOB destination to HQ AFSC/SES, 9700 G Avenue, S.E, Room 251, Kirtland AFB, Albuquerque, N.M. 87117-5670. Acceptance will be at the same address. (viii) FAR clause 52.212-1; Instructions to Offerors?Commercial items, applies to this acquisition. (ix) FAR clause 52.212-2; Evaluation-Commercial Items, is applicable. Technical capability and past performance, when combined are significantly more important than price. Evaluation factors shall be price, technical and past performance. (x) Offerors are advised to include a completed copy of the provision at FAR clause 52.212-3; Offeror Representations and Certifications-Commercial Items, with the proposal. Offerors must also include a completed copy of the provision at DFARS 252.212-7000; Offeror Representations and Certifications-Commercial Items. (see www.farsite.hill.af.mil for clause text).
