- Repair Pre-Solicitation Notice Description: The contractor shall furnish all required labor, facilities, equipment, and all material to accomplish repair, test, packing, preservation and packaging and return to the Government in a completely serviceable condition at the unit price(s) established at the time of contract award, the items of Air Force equipment listed below: ITEM 0001: RATE GYROSCOPE, NSN 6615-00-121-9770, P/N 1936919-2, APPLICABLE TO B-52 Acft. Function: The subject rate gyroscope assembly is a component part of the rate sensor unit (RSU) which is a part of the B-52 Stability Augmentation Sub-System (SASS). Two Rate Sensor Units are used in the B-52 SASS; one in the pitch axis and the other in the yaw axis of the aircraft. The Rate Gyroscope Assemblies develop rate signals proportional to the yaw and pitch rate of the aircraft. Quantity: 75 each with deliveries of 25 each month beginning 30 days ARO and reparable equipment. Qualified Sources: Honeywell DAS, and Otto Instruments Destination: TO BE DETERMINED Required delivery date(s): 25 EACH Monthly, 30 DAYS ARO AND REPARABLE EQUIPMENT Approximate Issue/Response Date: 20 APR 2004/20 MAY 2004 Anticipated Award Date: 20 June 2004 Written procedure will be used for this solicitation. Note: Faxed solicitation requests can be submitted to the buyer, ANDREW G LUCAS, Tinker AFB, OK, (405) 739-4417. No telephone requests. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Note: Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. Note: It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. NOTES: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
