Description
The US Army Research Development and Engineering Command (USA RDEC), Natick Contract Division, in support of the U.S. Army Soldier and Biological Chemical Command, Soldier System Center (USA SBCCOM, SSC), intends to conduct negotiations and award a p urchase order to Tech Med Inc on the basis of other than full and open competition in accordance with Federal Acquisition Regulation part 6.302-1. This acquisition is for the procurement of a study to research and develop an epidemiological and clinical p icture of contemporary bomb and blast injuries required for the purposes of developing protection, adjusting tactics and treatments for injury mitigation and resourcing medical care in military counter-insurgency and civilian counter-terrorist settings. T here is a pressing need for a clear understanding of the patterns of injury and consequences of contemporary bombing events, particularly with respect to the nature, frequency and outcome of primary blast injury, both as a dominant determinant of clinical course and when accompanied by other mechanisms of injury. The intent of this research is to use existing data resources and analysis to a) Provide an epidemiological and clinical description of contemporary blast and bomb injuries; b) Identify the signif icance of primary blast injury; c) Identify the importance of multiple penetrating injury; d) Identify the lethality associated with specific patterns of injury; e) Identify opportunities for high value protection and injury mitigation; f) Compare and c ontrast blast and bomb injuries with contemporary and archival combat data and contemporary civilian gunshot wounds; and g) Provide contemporary guidelines for field care of blast injury. The purpose of this study is to aggregate data into a quasi meta-a nalytic format for defined patient populations and sub-populations, thus posing no risk to privacy of individuals injured. THIS IS NOT A REQUEST FOR QUOTATIONS. However, the Government will consider all quotations received within seven (7) days after dat e of publication of this announcement. A determination by the Government not to compete this proposed purchase order based upon responses is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
