Description
Introduction: The Army has a requirement to repair 3(or possibly 4)LP-12 Well Drilling Rigs and bring them up to acceptable condition so they can be issued to units. The Army calls this type of program a Service Life Extension Program (SLEP). The standard for repair and refurbishing equipment in a SLEP program is called 10/20 standards. These 10/20 standards are contained in the Army technical manual for the LP-12 system and can be found in TM5-3820-256-10, pages 2-26 through 2-44. Copies of the applicable TM pages can be faxed to any interested contractor if they call Bill Down at (586) 574-7893 or Pete Motzenbecker at (586) 574-4299. The purpose of this market survey is to identify contractors who can perform this type of work and obtain rough estimates as to the cost and time required for this effort. These 3 well drilling rigs were built in the late 1980s and were used by the Navy until recently when the Army acquired them. For the purpose of this market survey, the contractor should assume normal wear and tear for equipment that is 15 to 17 years old , except as specified. Additional information about the well drilling rigs are posted on TACOM's web site at http://contracting.tacom.army.mil/ssn/sources.htm under the Open Notice and Surveys section. The title is 'SLEP of LP 12s' Click on 'Pictures of the rigs and copies of the Technical Inspection Sheets' to view. This information consists of Technical Inspection sheets and pictures of the well drill rigs. The contractors should provide the following information: 1. What is the estimated cost to SLEP the rigs to 10/20 condition? This should be just a Rough Order of Magnitude (ROM) estimate and will be used by the Army for budgeting purposes only. This ROM should include the cost of all replacement parts required for the SLEP effort, which would be provided by the contractor. 2. What is the estimated time required for the contractor to complete the modifications, starting with the contract award date. This should include lead time needed for the contractor to procure all required replacement parts. 3. Where is the facility that would perform the SLEP work? 4. What type of warranty would the contractor be willing to provide? 5. Can the contractor operate the well drilling rig in order to verify that the equipment is in operating condition following the SLEP?
