Description
This indefinite delivery contract (IDC) is for laboratory analytical services and related efforts in support of the U.S. Army Corps of Engineers (USACE), Seattle District, for the chemical analysis of soils, sediments, sludges, ground waters, surface waters, oils, wastes, and other environmental samples. Analytical services will be performed by the Contractor to support Military, Superfund, Civil Works, and 'Support for Others' Activities. The purpose of this indefinite delivery contract is to enable the performance, under a single contract mechanism, of analytical services for various projects as needed. Individual task orders will be issued for each analytical services scope under this co ntract. Each task order will contain specific scope-related information such as number and type of analyses required, test method references, project deliverable requirements, project timing, applicable shipping information, etc. Upon receipt of a project scope of work, the contractor laboratories will develop and submit a cost estimate to the USACE point of contact. Following USACE approval of this cost estimate, a task order will be issued to the contract laboratory for the project work. One Firm-Fixed Price Indefinite Delivery-Indefinite Quantity contract is anticipated to be awarded as a result of this solicitation. As requirements develop, task orders will be issued. This contract will consist of a base period, followed by four option periods. The base period as well as each of the option periods will cover up to $200,000 worth of analytical services per period and $1 million over the life of the contract. For the one-year base contract period and the four option periods, the laborat ory should provide unit costs or a multiplier for each bid item. The laboratory shall maintain active and current USACE certification throughout the term of this contract in order to be awarded task orders. This certification will be in accordance with the requirements contained in the USACE Shell Document (EM 200-1-3, Appendix I) and the specified MTCA and SW-846 methods in this scope. Any laboratory may submit a proposal, however, it is desirable that the bidding laboratory have current USACE certification. Bidding laboratories need not be USACE-certified in order to be awarded the contract. However, the selected laboratory must be USACE-certified in order to be awarded a task order. In the event that USACE selects a laboratory that does not have current US ACE-certification, USACE will allow a time period of 120 days from notice of award for the selected laboratory to become USACE certified. If the selected laboratory fails to become USACE-certified within this time period, an alternate bidding laboratory wi ll be selected. Laboratories that do not have current USACE certification must make any modifications needed to comply with the requirements in the USACE Shell Document at their own expense prior to obtaining USACE certification and awarding of a task order. Bidding labo ratories should state whether they are currently USACE certified and provide a copy of the current USACE certification letter as part of the submittal. To be eligible for contract award a firm must be registered in the DoD Central Contractor Registration (CCR) database. The North American Industry Classification System (NAICS) Code is 541380. Project is 100% set-aside for small business concerns. For the purposes of this procurement, a concern is considered a small business if its annual gross revenue, taken for the las t 3 fiscal years, does not exceed $6 million. The solicitation will be available for download on or about 21 April 2004. The proposed procurement will result in a fixed price contract.
