Description
(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (2) The solicitation number is Q1730040678. The solicitation is issued as a Request for Quotation (RFQ). (3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 21, 3/26/04. (4) This solicitation is set aside for small businesses. (5) The NAICS code is 336211 Motor Vehicle Body Manufacturing. The small business size standard is 1000 employees. (6). CONTRACT LINE ITEMS: Line Item 1: Open Air Tram Power Car, Quantity 1 each. Line Item 2: Trailing Units, Quantity 3 each 2. (7) Delivery 9 months from time of award. (8) FOB Destination. Place of delivery: Cape Cod National Seashore, 204 Marconi Maintenance Road, South Wellfleet, MA 02663. (9) Specifications: (NOTE: ADA compliance is NOT required for any of the units.) A .POWER CAR (Quantity 1) a) Passenger capacity - minimum 18 adults b) Length - maximum overall 25 feet c) Width - maximum overall 85 inches d) Minimum turning radius - outside front tire 30 feet e) Minimum turning radius - outside front body corner 32 feet f) Curb weight - maximum 7000 lbs g) GVWR (max at 20 mph) - maximum 11,000 lbs h) Brakes type - hydraulic power type brakes i) Suspension front - heavy duty coil spring j) Suspension rear - Dual airspring air ride k) Transmission - Automatic-Overdrive l) Seats - molded bench or molded seating with backs m) Maximum 15 inch floor height n) Roomy storage bays or racks to carry beach equipment (beach chairs, coolers, umbrellas, surf boards) inside or a luggage rack on back or front of power car Overhead lighting o) Non-skid flooring p) Public address system q) 1 year/12,000 full U.S. warranty r) 3 year/36,000-mile sud-system (frame, body and drive train) U.S. warranty s) Yellow safety strobe light on top of cab t) Safety bars on traffic side of power car, suitable for small children and adults u) Engine, gasoline V-6 or better so as to pull up to three loaded trailers v) Color white exterior and interior w) Tow bar and 2-5/16" trailer hitch ball x) Front tow hooks y) One spare tire and wheel per power car and trailing units z) Air Conditioning for Driver Cab aa) Maximum Forward Speed 25 mph with a locked override for highway runs up to 50 mph bb) Grade ability 20 percent cc) Mirrors, both rear view and side mirrors dd) Horn ee) Five pound dry chemical fire extinguisher ff) Back-up alarm gg) The frame shall be fabricated using tubular steel. hh) Power car and trailing units must be State of Massachusetts street legal. B. TRAILING UNIT (Quantity 3) a) Trailers must be able to match up, be street legal and capable to be pulled by Cape Cod National Seashore's existing tram power cars and the power car in Line Item 1. The existing tram power cars are 2001 model year, Ford 38 Super Duty Cutaway, open-air tram power cars, model Tramstar LFT, Manufactured by Chance Morgan of Wichita Kansas. Wiring harness, brakes and hitch must be compatible. b) Passenger capacity - minimum 28 adults c) Length - overall 25 feet d) Width - overall 85 inches e) Minimum turning radius - outside front tire 30 feet f) Minimum turning radius - outside front body corner 32 feet g) Curb weight - 5,000 lbs h) GVWR (max at 20 mph) - 9,000 lbs i) Brakes type - Air over hydraulic drum type brake j) Suspension - Air ride, two airspings per axle k) Steering - Four wheel steering l) Seats - molded bench or molded seating with backs m) Maximum 15 inch floor height n) Roomy storage bays to carry beach equipment (beach chairs, coolers, umbrellas, surf boards) inside or a luggage rack inside or a luggage rack on back or front of trailing units o)pOverhead lighting p) Non-skid flooring q) Public address system from power car r) 1 year/12,000 full U.S. warranty s) 3 year/36,000-mile sud-system U.S. warranty ((frame and body) t) Yellow safety strobe light on top of back of trailer u) Safety bars on traffic side of power car, suitable for small children and adults v) Color white exterior and interior w) 2-5/16" trailer hitch and safety chain (10) The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition.
