Description
This solicitation will be available on or about April 28, 2004. All interested parties can request the solicitation by providing their complete name, mailing/e-mail address, telephone number to dianne_mitchell@nps.gov or fax to (404) 562-3256. TELEPHONE REQUEST WILL NOT BE ACCEPTED. This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulations. The National Park Service intends to issue a Request for Proposal for Stabilization of Fort Jefferson. LOCATION: Dry Tortugas National Park, Key West, Florida. SOLICITATION NUMBER: N5280040600. BACKGROUND: Fort Jefferson was constructed in the mid-1800. Because of its historical significance, it is to be preserved in accordance with the National Park Service Act, 1916, which states, in part "...which purpose is to conserve historic objects?in such manner and by such means as will leave them unimpaired for the enjoyment of future generations." DESCRIPTION OF WORK: The National Park Service requires a firm, fixed-price construction contract to furnish all materials, labor, tools, parts, equipment, supervision, and all other incidentals as necessary for the successful completion of the above named project. (ONE EXCEPTIONS, THE NATIONAL PARK SERVICE WILL PROVIDE BRICK AND LOCAL BEACH SAND FOR THIS PROJECT AND IT WILL BE LOCATED ONSITE AT FORT JEFFERSON.) Work includes, but is not limited to: Setting up appropriate temporary onsite living quarters, scaffolding/shoring, demolition/salvage of deteriorated masonry at lower level embrasures, removal of deteriorated lower level embrasure ironwork, rebuilding lower level embrasures and associated masonry walls, and removal of all contractor-generated debris/waste off island outside park boundaries to an approved landfill. 1. The National Park Service will provide instructional videotape with the construction documents. The tape will have valuable information for understanding the lower level embrasure repair procedures. 2. The National Park Service will complete the rehabilitation of one full embrasure as a demonstration/mockup prior to issuance of a Notice to Proceed. Contractor will use this mockup as a guide for the work of this contract. 3. All work will be performed according to the Secretary of the Interior's Standards for the Treatment of Historic Properties. 4. An Environmental Assessment, which includes 106 Compliance for this project, has been completed and sets forth additional guidance for the conditions of this contract. PRECAUTIONS: The contractor shall take special care to protect areas and features of the structure, grounds, and surrounding water/marine environment that are not to be disturbed from the work in progress. Should damage occur, it should be repaired/restored to the satisfaction of the National Park Service. Removal, cutting, alteration, or any physical changes to any historic fabric shall be done under the direction of the National Park Service. Original materials specifically required to be retained or reused shall be photographically recorded in place, removed, marked to record location and placement, and carefully stored until they can be reincorporated into the structure or turned over to the National Park Service, as directed. The Request for Proposal will consist of BASE BID AND ONE ADDITIVE. THE BASE BID consists of: (1) mobilization/ demobilization and temporary facilities, (2) shoring/scaffolding, (3) selective demolition, and (4) repair of 10 brick lower level embrasures and associated masonry walls. ADDITIVE No. 1 consists of REPAIR OF (ONE) BRICK LOWER LEVEL EMBRASURE AND ASSOCIATED MASONARY WALLS. Note: Additive No. 1 will provide a standard price for the repair of one lower level embrasure opening and associated masonry walls. The National Park Service may choose to award additional lower level embrasures and associated masonry walls depending on the availability of funds. AWARD IN THE BEST INTEREST OF THE GOVERNMENT MAY BE MADE ON THE BASE BID AND ADDITIVE BID FOR WHICH FUNDS ARE AVAILABLE AT THE TIME OF AWARD, PROVIDED THAT AWARD ON SUCH COMBINATION OF BIDS ITEMS DOES NOT EXCEED THE AMOUNT OFFERED BY ANY OTHER CONFORMING RESPONSIBLE BIDDER FOR THE SAME COMBINATION OF BID ITEMS. The North American Industry Classification System (NAICS) Code is 23541. The size standard is $11.5 million. Contract duration is 360 calendar days following the notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $1,000,000.00 and $5,000,000.00. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation, Section L, clause 52.236-27. Responses will be due approximately 30 days following issuance of solicitation. The point of contract for this solicitation is Dianne Mitchell, Contracting Officer, National Park Service, 100 Alabama Street SW, Atlanta, GA. All responsible sources may submit an offer, which if submitted in a timely manner, will be considered. All vendors will be asked to register their company with the electronic commerce website. Be prepared with your company's DUNS number, available from Dun and Bradstreet at 1-88-546-0024, and your Federal Tax Identification Number (TIN). All vendors should pre-register to save time, by logging onto the Central Contractor Registry (CCR) at the Internet site at http://www.ccr.gov. Responses from offerors will be accepted at the address listed in the solicitation in hard copy with the manual signature of the authorized company official. Facsimile offers shall NOT be accepted. The Government reserves the right to cancel the solicitation. The announcement does not constitute the solicitation. End of announcement.
