Description

The U.S. Geological Survey intends to negotiate on a sole source basis with Margaret D'Iorio. The proposed contract is to (a) gather data compilation, analysis, and interpretation of geospatial data for the West Coast, b) the incorporation of existing of new data into products that identify and interpret benthic habitats; c) combination of multiple spatial data types into a seamless GIS database for multivariate analyses and product production; 3) metadata generation from a multitude of data sources with widely varying documentation of data genesis, and e) detailed knowledge of West Coasst geology and geologic processes. The contractor has the pre-requisite GIS and website creation skills and geologic expertise (PHD) to provide the desired combination of technical ability and scientific background needed to incorporate seabed, bathymetric, and biological geospatial data into a comprehensive product. The contractor has developed a unique workflow process necessary to incorporate data of varying quality and with generally poor metadata documentation. The identified contractor; a) offers specific expertise for project defined tasks and objectives (software, workflow, techniques), b) has existing familiarity with complex and unique dataset specifications (data formats, sources, metadata requirements), c) has experience with the standard protocols for product development and publication (FDGC standards, government publication standards, web data requirements), and d) can complete tasks in a time and cost-effective manner (needs no prior training or orientation). THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. Determination to compete this requirement is solely within the discretion of the Government; no additional synopsis will be published.
