Description
Naval Air Warfare Center Weapons Division (NAWCWD) Point Mugu, CA intends to issue a cost plus fixed fee contract using other than full and open competition to Photon Research Associates (PRA), Inc., 5720 Oberlin Drive, San Diego, CA 92121 to perform engineering services in support of Test and Evaluation and systems engineering activities related to Aegis Ballistic Missile Defense (BMD) and Theatre High-Altitude Area Defense (THAAD) Programs at Pacific Missile Range Facility, Barking Sands, HI. Tasking includes Operations Research Support, Physics Analysis, Test Plans and Procedures, Test Data Collection Analysis and Test Data Review, Test Monitoring and Real-Time Mission Support, Program Management Support, Management Reports, and Briefing Preparations. Support shall be provided at the Pacific Missile Range Facility, Barking Sands, HI. PRA has developed unique software code for ingesting optical data collected by optical sensors observing the ballistic missile flight trajectories of the target and sea-based missile interceptor for data analysis. This software code is proprietary and cannot be emulated by other sources without investing considerable time and cost. PRA has also developed unique advanced classification algorithms and techniques with large observable databases that are efficiently generated with PRA?s background. Interested parties shall identify their interest and capability to respond to the requirement by 5 May 2004. All responsible sources may submit a proposal that shall be considered by the agency.
