- Description
- FISC Norfolk Detachment Philadelphia intends to solicit for a Time and Materials contract for document declassification services. The contract includes support services for the Department of Navy which is required to conduct security declassification reviews in accordance with Executive Order 12958, as amended, and the Kyl/Lott amendment. The Secretary of the Navy (SECNAV) established the process and charter for Department of Navy (DON) compliance with the Executive Order. The SECNAV appointed the Director, Naval Criminal Investigative Services (NCIS)/Chief of Naval Operations (CNO) Special Assistant for Naval Investigative Matters and Security to be the DON Coordinator and Co-Chairman of the Oversight Committee tasked with monitoring progress of the DON Declassification Project. Most activities associated with this project are expected to be performed at Archives II (College Park, Maryland), the Washington National Records Center (WRNC) (Suitland, Maryland), the Naval Historical Center (NHC) and, as needed, other designated agency locations within CONUS. Approximately 70 million pages of permanent DON historically valuable records require either initial review or re-review as required by Executive Order 12958, as amended, and the Kyl/Lott amendment. The contractor shall collect information from the review process and integrate this information with the DON Master Declassification project efforts. The contractor shall be cleared for TOP SECRET, and all contract personnel who handled classified information as part of the declassification review process, shall possess a DOD-granted final TOP SECRET clearance prior to being assigned to spaces requiring this clearance. All other contract personnel who are not part of the actual declassification review process shall possess a SECRET clearance. Competent declassification reviewers must be able to recognize DON and other US Government agency equities, as well as information produced by and entrusted to the US Government by foreign nations whenever that appears in DON records. Requirement will be solicited on an unrestricted, full and open competitive basis. The base period of performance is expected to have a 12-month base period and four (4) twelve-month option periods for total maximum period of performance of 60 months, if all options are exercised. The base period is expected to commence on 1 October 2004. The Government will evaluate price and technical factors on a Best Value basis. The following technical factors may be incorporated into the solicitation: Corporate Experience, Transition Plan, Past Performance, and the Extent of Participation of Small Disadvantaged Business Concerns in performance of the contract. The applicable NAICS code is 541611. The RFP will be issued on an electronic basis ONLY and can be located upon its release at www.neco.navy.mil. It will be imperative that interested parties review the NECO website frequently for any updates and/or amendments upon the release of the RFP.
