Description
DEPARTMENT OF NAVY SMALL BUSINESS INNOVATION RESEARCH (SBIR) PROGRAM QUICK RESPONSE TOPICS. Small firms are encouraged to submit proposals to the Navy for R&D projects with both military and commercial applications in response to special Navy SBIR solicitation topics, which include: i) Technologies to Defeat Improvised Explosive Devices (IED?s), (ii) Anti-Rocket Propelled Grenade (RPF) Technologies, and (iii) Anti-Mortar, Anti-Rockets, Anti-Missile Technologies (See attached Topic Descriptions). The complete solicitation for this requirement will be issued approximately 15 days from the date of this presolicitation notice, and will be made available on both FedBizOpps (www.eps.gov) and the ONR website at www.onr.navy.mil/02/rfps.asp. The solicitation will list all of the R&D topics under which the Navy is seeking proposals, and shall contain detailed information on the parameters of the SBIR program and how to submit a proposal. Small firms shall apply first for a three to six-month phase I award of up to $100,000 to test the scientific, technical, and commercial merit of a particular concept. If phase I proves successful, the firm may be invited to apply for a phase II award of up to $1,000,000 to further develop the concept. It is anticipated that proposals will be required to be submitted via a designated website, which will be identified and provided upon issuance of the full solicitation. It is anticipated that the Navy will require receipt of the proposals through the designated website for the period from 1 May 2004 through 2 June 2004. Offerors will bear the risk of website inaccessibility due to heavy usage in the final hours before the solicitation closing time, so plan ahead and submit early. Participation in the Navy SBIR Program is restricted to small business firms organized for profit with 500 or fewer employees, including all affiliated firms.
