NAICS Code: 334516 In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Perkin Elmer to procure one each of the following Perkin Elmer products: Autosampler-AS-93 PLUS for MAS (Part Number B3140810); Dell GX270 Windows XP, SP1 (Part Number 09403918); 19" Flat Panel Multimedia Monitor (P/N 09404759); Laserjet 4200 (P/N 09421038); Centronics Cable, PC to Printer (P/N 09410001); Heat Exchanger - 120V 60Hz (P/N N8122248); Sensor Accymultiwave 3000 IR TEMP(5696) (P/N N3141006); Sensor Accymultiwave 3000 PRESS/TEMP (P/N N3141005); Keyboard-USA (6265); (P/N N3141010); Kit-Oxygen Gas MFC (P/N WE028428); Peltier-Cooled Cyclonic Spray Chamber (Special Mas); Plasma Torch (P/N N8122006); Corrosion Resistant Sample Introduction (P/N WE024782); KIT-SEC DRC2 MFC with VCR; KIT-E6100 Test Solution (P/N N8125022); Solution E6100 DRC Wash (P/N N8125033); Solution-10ppb Selenium (P/N N8125039) and eight (8) Vessel-Rotors 16HF100 MW3000 (5711) (P/N N3141012). This equipment is needed to complete a system (Perkin Elmer Elan DRC-II and Multiwave 3000) system that EPA already possesses. The completed Perkin Elmer Elan DRC-II ICP-MS will provide EPA with the capability for reducing background interference from specific molecules by introducing a reaction gas into a specially designed chamber (reaction cell) before identification of the mass spectra for the metals of interest. This unique feature allows the ultra-low detection limits for some of the specific metals in which EPA is interested (such as arsenic, chromium, and iron). The components will also allow the Perkin Elmer Elan DRC-II ICP-MS to run unattended overnight in order to analyze large numbers of samples to the system. The applicable NAIAS code is 334516 with a size standard of 500 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to add functionality to the Perkin Elmer Elan DRC-II and Multiwave 3000 EPA currently possesses and respond to the office identified above. Documentation must be received by April 19th, 2004 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
