Description
NASA/GSFC has a requirement for an upgrade of our existing 7300 VSM to a 735 controller based VSM(Vibrating Sample Magnetometer) with new hardware, computer and software including a 2 day installation and training by a Lake Shore engineer. NASA/GSFC intends to purchase the items from Lake Shore Cryotronics, Inc. at 575 McCorkle Blvd., Westerville, Ohio 43082 only. Since Lake Shore Cryotronics built our original 7300 VSM controller, they are the best qualified people to know exactly how to build an upgrade VSM controller that interacts smoothly with our existing VSM hardware in the shortest amount of time for the least amount of money. While VSMs of different makes and models operate on the same general physical principals and even share common components to some extent, each model is unique. In fact, individual instruments often exhibit unique idiosyncratic behavior. This is the case with our current 7300 VSM. This company would be uniquely familiar with all aspects of the equipment being serviced, speeding repair/maintenance time thus reducing overall down time of the instrument. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 23, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
