Description
The Clinical Center (CC) at the National Institutes of Health is trying to identify and seeks capability statements from qualified Small Businesses (NAICS 561720, small business size standard is $12 million dollars). Firms responding to this synopsis should also indicate whether they are 8a or Hub Zone certified by the US Small Business Administration. The Warren Grant Magnuson Clinical Center at the National Institutes of Health has a requirement to obtain specialized housekeeping services for Floors 10-13 in the NIH Clinical Center, the catheterization lab, the electro-physiology lab, the Cell Processing Lab and OR suites in the NIH Clinical Center for a period of five and one half months-from June 1, 2004 through November 30, 2004. This requirement is for the cleaning of some of the most acute inpatient care areas and operating room space in the Clinical Center. This space includes an organ transplant area, a bone marrow transplant area, the SARS inpatient and research area and the bio-terrorism vaccine research area. This consists of the inpatient units on the 10th through 13th floors of the Clinical Center. The specific units of the Clinical Center are 13 East, 13 West, 12 East, 12 West, 11 East, 11 West, 10 East, 10 West and 10D. The operating room suite consists of twelve operating theaters, supply and support rooms, offices and employee facilities. These operating rooms are used for research and may include innovative and sophisticated equipment not found in a typical hospital operating room. The catheterization lab (Cath Lab) and the Electro Physiology Lab (EP Lab) include large powerful magnets used for imaging. The Cell Processing Lab produces various cells for many different protocols. It is a large lab that also performs various experiments with blood and blood products. These spaces require servicing 24 hours per day, 365 days per year. The contractor providing the services must have the requisite experience in doing housekeeping in a research medical center, be experienced in cleaning in situations with rare and deadly diseases-experience in dealing with SARs is preferable, have participated in the planning and/or cleaning of a new facility opening or major addition opening for a hospital or medical center., be totally familiar with the cleaning of patient areas after construction for immediate patient use and have performed such work, have passed at least two JCAHO inspections within the last three years and have the capability of providing and managing the wide scope of these services. Cleaning of the aforementioned assigned specialized space includes, but is not limited to: 1. Daily Occupied Patient Room cleaning including bathroom 2. Discharge Room Cleaning 3. Exam Room Cleaning 4. Procedure Room Cleaning 5. Office Cleaning 6. Surgical Room Cleaning 7. Public Area Cleaning including bathrooms and corridors 8. Laboratory Cleaning Information sent in the capability statement should be directly relevant and specific to this requirement in each of the following areas, 1) Experience: The capability statement shall show that the vendor has sufficient relevant experience to do the work. The contractor will have five consecutive years or more doing housekeeping in a research medical center within the past seven years. A research medical center is one which does bench research as well as clinical research in a hospital or university setting. The contractor will have to specifically demonstrate in their capability statement that they have cleaned the research laboratories as well as the patient care areas. The contractor shall have five years or more doing housekeeping in a hospital of 300 or more patient beds within the past seven years. The contractor shall fully explain the processes and procedures used by their company in cleaning that facility. The capability statement shall clearly demonstrate that the firm has passed two consecutive JCAHO surveys with no deficiencies noted in the housekeeping department at a present client hospital of more than 300 beds. Further, the capability statement must specifically demonstrate that they have experience cleaning in situations with rare and deadly diseases. Experience in dealing with SARS is preferable. 2. References: The capability statement shall present a listing of at least five present clients. The list should be of accounts which are as similar as possible to the National Institutes of Health Clinical Center. . The name, address, contact telephone number and the contact person must be stated for the five required references. 3) Personnel/Training: The capability statement should clearly demonstrate that the firm has qualified personnel (especially onsite management personnel-frontline managers) who would be available for assignment to this project and possess the requisite experience/training, etc. to effectively manage this type of project. Additionally, information should be included in the capability statement which demonstrates that the firm has a training program which is documented and satisfies all OSHA and Joint Commission for Accreditation of Healthcare Organizations (JCAHO) requirements for housekeeping training. The training program should include developmental training for both line employees and management personnel. 4) The capability statement shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized housekeeping services described in this synopsis. Interested organization must demonstrate and document in any capability statements submitted, extensive experience with and the ability to perform all of the specialized housekeeping tasks described above. In addition to the documentation described above for Items 1-3, the capability statement may also include but not be limited to any other information that will serve to document the organization?s capability such as awards, commendations, training certificates for personnel, etc. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is NOT a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent or the Government?s use of the information. Any proprietary information should be so marked. Interested organizations presenting a capability statement in response to this sources sought announcement must identify their size status.
