- NA On March 31, 2004, thirty-eight contractors attended a pre-proposal conference in response to this announcement. Offeror attendance at the 3-31-04 conference was one of two required visits in order to be eligible to submit a proposal. Third parties interested in subcontracting opportunities should use the attached list for making business contacts. 1. Attached document gives an overview of services that will be required on COMS contract. 2. The pre-proposal conference will begin at 8 a.m. and end at 4:30 p.m., with a one-hour lunch break. 3. Names, addresses, phone #s and e-mail addresses for all offerors who attend the 3-31-04 pre-proposal conference will be published on this site. 4. Prime contractors who wish to bring their subcontractors to the site visit on 4-12-04 will be permitted to do so and are required to register any subcontractors who will at the same time they register to do so--via e-mail no later tham close of business 4-8-04. The last paragraph of public announcement of WJHTC's Center Operation & Maintenance Services, originally posted on the FAA's Contract Opportunities website on 3/11/04, is hereby deleted and replaced with the following paragraph: This opportunity will be competed on a full and open basis. Attendance at a pre-proposal conference/site orientation tour on Wednesday, March 31, 2004, and a follow-up site visit on Monday, April 12, 2004, is mandatory in order for offeror to be eligible to submit a proposal. Schedule B and the Statement of Work will be distributed at the conclusion of the pre-proposal conference; the Screening Information Request (SIR) for Proposals will be distributed at the conclusion of the second site visit. Offerors who wish to attend the pre-proposal conference on March 31, will complete and return a reservation form, Attachment 1, to: Phyliss.Schlegel@faa.gov via e-mail no later than noon, local time, March 26, 2004. Offerors who previously submitted a reservation form are not required to reserve again. Reservations for the April 12th follow-up site visit can be confirmed via e-mail no later than close of business April 8, 2004. Attachment 2 provides directions to the WJHTC. Written questions on this announcement may be directed, via e-mail to phyliss.schlegel@faa.gov. Description of Requirement: The Federal Aviation Administrations (FAA) William J. Hughes Technical Center, Atlantic City, New Jersey, is re-competing its requirement for a full range of ongoing maintenance, repairs and operations of over 1,000,000 SF of research & development and administrative buildings residing on a 5,500-acre campus. The electrical distribution system, roadways and grounds maintenance, and water and sewerage systems are also included in this contract. The contractor shall provide support for some tenant customers on both a Firm Fixed Price and an Indefinite Delivery/ Indefinite Quantity (ID/IQ), basis. ID/IQ work may also be required to obtain major repairs, new work, alterations, renovations, and demolition work to name a few. Emergency services may be needed for accidents, rescue operations, civil disturbances and natural disasters and require swift response by the contractor. It is anticipated that a firm fixed price hybrid contract will be awarded. Duration of the contract will not exceed 60 months, including a short start-up/transition period, base year, 3 one-year options and a fourth option period that may be less than an entire year, depending on the total number of months required for transition. Contract is scheduled to commence on or before October 1, 2004. The work required covers an array of services under North American Industry Classification Standard (NAICS) code 811002, Complete Facilities Maintenance. These services include, but are not limited to: plumbing; site utilities; heating, ventilation and Air Condition (HVAC) Maintenance; fire detection & prevention; electrical; elevators; interior/exterior; Central Utilities Plant (CUP) Operations & Maintenance, water treatment plant operations and maintenance, equipment maintenance; electronic equipment; materials handling and equipment operation; environmental compliance & hazardous waste removal; roads and grounds; snow removal; pest control; and mobile record keeping. This opportunity will be competed on a full and open basis. A Screening Information Request (SIR) for Proposals will be released to all offerors who attend the site visit on Wednesday, March 31, 2004. Attendance at the site visit is mandatory in order to be eligible to submit a proposal. Offerors who wish to attend must complete a reservation form, Attachment 1, and return to the Contracting Officer via e-mail to: Phyliss.Schlegel@faa.gov by noon, local time, March 26, 2004.
