- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Period of performance is 01 May 04 ? 30 Oct 04 together with one (1) one-year option period for a total performance period not to exceed 24 months. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a Request for Quote. Submit written offers (oral offers will not be accepted), on RFQ FA5606-04-T-0105. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21 and Defense Acquisition Circular 91-13. North American Industrial Classification Standard 611620 applies to this procurement. There are nine line items in this solicitation and quotes are being requested by a per game basis. 0001AA INTRAMURAL SOFTBALL, to provide softball officials for the intramural league in accordance with the SOW. Unit price is per game with an estimated quantity of 200 games. 0001AB INTRAMURAL FLAGFOOTBALL, to provide flagfootball officials for the intramural league in accordance with the SOW. Unit price is per game with an estimated quantity of 110 games. 0002AA VARSITY VOLLEYBALL, to provide volleyball officials for the varsity league in accordance with the SOW. Unit price is per game with an estimated quantity of 30 games. 0002AB VARSITY SOCCER, to provide soccer officials for the varsity league in accordance with the SOW. Unit price is per game with an estimated quantity of 6 games. 0002AC VARSITY SOFTBALL, to provide softball officials for the varsity league in accordance with the SOW. Unit price is per game with an estimated quantity of 15 games. 0003AA CLINIC VOLLEYBALL, to provide volleyball officials for the clinic league in accordance with the SOW. Unit price is per game with an estimated quantity of 1 game. 0003AB CLINIC SOCCER, to provide soccer officials for the clinic league in accordance with the SOW. Unit price is per game with an estimated quantity of 1 game. 0003AC CLINIC SOFTBALL, to provide softball officials for the clinic league in accordance with the SOW. Unit price is per game with an estimated quantity of 1 game. 0003AD CLINIC FLAGFOOTBALL, to provide flagfootball officials for the clinic league in accordance with the SOW. Unit price is per game with an estimated quantity of 1 game. This is a firm fixed price requirements-type contract. Statement of Work: SCOPE OF WORK The contractor provides all personnel, transportation, equipment, uniforms, tools, materials, supervision and other items necessary to perform intramural, varsity, and extramural sports officiating services as defined in this SOW in the areas of flag football, soccer, softball, volleyball. FLAG FOOTBALL (Intramural only) Four (4) referees and one (1) downs keeper for each regular season contest and post-season tournament. The National Intramural Recreation Sports Association rules will be used. Three (3) officials may be used when necessary due to base mission commitments, exercises, deployments, emergencies, official shortages and base closures. Pay for two (2) for three (3) officials will be 90 percent of the pay for four (4) officials. SOCCER (Varsity only) One (1) referee and two (2) linesmen for each regular season contest and post-season tournament. The United States Soccer Federation rules will be used. Three-man system will be used for all semi-finals and championship games to include all tournaments. One (1) official may be used when necessary due to base mission commitments, exercises, deployments, emergencies, sports official shortages and base closures. Pay for one (1) official will be 90 percent of the pay for two (2) officials. Pay for two (2) officials will be 90 percent of the pay for three (3) officials. SOFTBALL (Intramural & Varsity) Two (2) umpires and one (1) scorekeeper for each regular season contest and post-season tournament. The Amateur Softball Association of America rules will be used. Three-man system will be used for all semi-finals and championship games to include all tournaments. One (1) official may be used when necessary due to base mission commitments, deployments, emergencies, official shortages and base closures. Pay for one (1) official will be 90 percent of the pay for two (2) officials. During the shortage of scorekeepers home teams will keep the official scorebook on temporary basis, when necessary due to base mission commitments, exercises, deployments, emergencies, official shortages and base closures. VOLLEYBALL (Varsity only) One (1) referee, one (1) judge, and one (1) scorekeeper for each regular season contest and post-season tournament. The United States Volleyball Association rules will be used. Three-man system will be used for all semi-finals and championship games to include all tournaments. One (1) official may be used when necessary due to base mission commitments, deployments, emergencies, official shortages and base closures. Pay for one (1) official will be 90 percent of the pay for two (2) officials. During the shortage of scorekeepers home teams will keep the official scorebook on temporary basis, when necessary due to base mission commitments, exercises, deployments, emergencies, official and scorekeeper shortages and base closures. COACHES/OFFICIALS/FITNESS STAFF CLINICS Contractor may be required to furnish a qualified individual to give league coaches and officials a rules clinic prior to start of each sport season. The government will establish dates, provide a facility and notify all coaches regarding attendance at the clinics. The contractor shall be notified in writing not later than 15 days prior to the start date of a clinic. Varsity/USAFE/Cross Service/Air Force/Other Higher Competitions/Special Events Three-man mechanic system is desirable for higher level sports events but two-man mechanic system may be used when necessary. When no local qualified officials exist the contractor may obtain qualified officials from outside the local area. The fitness center will provide incentive mileage pay for the traveling officials. For sporting events that require an over night stay due to length of event or other situations (base closure due to weather etc.) lodging reimbursement will not exceed local on base lodging cost per night. Contractor must notify the fitness center 24 hours in advance to the director or designated representative for authorization to obtain outside officials in advance. Pay for one (1) official will be 90 percent of the pay for three (3) officials. Pay for two (2) officials will be 90 percent of the pay for three (3) officials. Three-man system will be used for all semi-finals and championship games to include all tournaments. Special Events/Sports Day Contractor will be required to provide officials for special/sporting wing events at the request of the fitness center. Make Up Games When games are postponed/cancelled the fitness center will determine if games need to be rescheduled. CONTRACTOR?S RESPONSIBILITIES The contractor must provide the number and type of officials for each event as specified in the contract. The contractor will provide the fitness center with a schedule for officials/scorekeepers/timers 24 hours before the season begins and will update the schedule weekly. The contractor secures officials who are certified and registered by the appropriate sport association rules for that sport they will be assigned to officiate. They must show proof of certification/registration for the sport being conducted, if requested by the point of contact (fitness director, or designated (representative). Provides certification clinics/training classes for officials and fitness center staff members from a qualified source; other associations or appropriate sport associations. The contractor ensures assigned officials, scorekeeper, and timekeeper arrive at site of the contest at least 15 minutes prior to the start of intramural games and 30 minutes prior to start of varsity games. All employees must maintain an air of total impartiality and perform duties professionally. When passes are required for non-government officials, the contractor provides the appropriate point of contact (POC) names, passport, and social security numbers no less than five days prior to the scheduled event so authorizations can be obtained. The contractor provides a contract manager (commissioner) who is responsible for the performance of work. The fitness center will be notified immediately of any POC changes. The name of this person and an alternate will be designated in writing to the contracting office prior to the start of performance. Contractor and/or official are not allowed to participate as a player, coach, team manager, etc., in the sport they are officiating. Contractor evaluates officials during the season and provides training before each sport begins. If any deficiencies are noted, the contractor takes immediate action to correct them. The contractor provides whistles, stopwatches, uniforms, shoes, and the appropriate sport association rulebooks for events. Officials must be in proper uniform for the sport they are officiating. The contractor ensures all unsportsman like incidents are reported verbally to the Fitness Director, or his or her designated representative by 1200 and a written report by 1600 the first duty day following the incident. The contractor inspects the playing area ensuring it was properly prepared (from a safety position) and all potential safety hazards were removed prior to any use of the playing area. The contractor will turn on/off stadium/field/sports area lights. The contractor inspects all members of the playing teams and ensures they wear only authorized safety equipment. The contractor ensures all game results are provided to the intramural program director?s office by 0800 the first duty day after contests. This includes providing scorebooks or score sheets with information recorded on the documents for the record keeping purposes. Provide fitness center with any suggested modifications to rules/by-laws for the particular sporting event being officiated. Provide inputs to schedules and tournaments to the fitness staff/sports director when necessary. The contractor must notify the fitness center by 1200 hours if for unforeseen reason the officials will not show up for scheduled games. If the contractor fails to notify the Fitness center they will be charged monetary penalties equal to that days officials/scorekeepers pay. The contractor will provide the fitness center with his/her home phone, duty phone, cell phone, fax number, and email address. Provide an alternate point of contact (project manager) who can make decisions on the sports official contract in his/her absence and provide there contact phone numbers/email address information. Updates will be made the next duty day if there is a change. GOVERNMENT RESPONSIBILITIES Assist contractor when base passes for all non-government officials are necessary. Provide locker room and shower facilities for officials away from participating teams. Provide the contractor with access to score box rooms for scorekeepers/officials to sit in and store personal bags during games. Ensure all equipment provided to contractor is in working condition for officials to use during sporting events. Inform officials of any modifications to the rules/by-laws for the particular sporting event being officiated 24 hours in advance. The government notifies the contractor as soon as possible when schedule changes occur--if notification is not received by the contractor by 1400 due to the fault of the government on the day of the cancelled or postponed event, the contractor is paid 100 percent of unit price for event/games postponed. The contractor can cancel; postpone start of an event at the scheduled time for the following reasons: a. Inclement weather. b. Playing area/surfaces unsafe for play. c. Safety equipment not available for play. d. Hostile situations with players/teams or when officials feel there is a potential threat against them. Provide the schedule of the regular season and playoff games and advise of all games to be made up as a result of cancellation. Provide equipment/supplies and any other tools needed for officials and players to begin/end all sporting events at the designated playing areas. Provide the use of copier, DSN/commercial line, fax machine, and place to post officials clinics, supplies and other information needed by contractor for administrative purposes. When base emergencies, mission commitments, deployments, and base closures happen the contractor will be paid for all games scheduled that day. The fitness center will give the contractor 48 hours notice when sporting event will resume again. Help market the officials program through base newspaper, AFN TV/radio, and by other sources available to the fitness center. Invite contractor/project manager/representative to attend the monthly/quarterly sports council meetings as a nonvoting member. Reimburse contractor for conducting sports official?s clinics for fitness center staff members and GSU?s. Provide contractor with room/area and equipment necessary to conduct sports clinics when available in the fitness center. Charge the contractor monetary penalties when officials/scorekeepers do not show up for scheduled games. Contractor will be penalized officials/scorekeepers pay for each game officials/scorekeeper are a no shows. ACCESS TO FACILITIES. The POC ensures all assigned officials have access to all facilities at scheduled athletic events. CERTIFICATION OF SERVICES. The POC certifies that the number of officials and the dates performed services. The following provisions and clauses apply to this acquisition: 52.212-1, Instruction to offerors ?
