- Description: Selfridge Air National Guard Base is soliciting competitive proposals, from 8(a) contractors registered in the Detroit District (Michigan) of the Small Business Administration, for Painting Indefinite Delivery- Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for projects in support of Selfridge Air National Guard Base and other National Guard Agencies in Michigan. Work includes, but is not limited to interior and exterior painting of various buildings and minor ren ovation or restoration services in accordance with delivery order requirements, specifications and drawings provided with each project or master specifications. The source selection process will be conducted in accordance with FAR Part 15.3 and DFAR 215.3, source selection procedures. These contracts will consist of a Base Award Period of two (2) calendar years, and 3 one-year option periods. Total contract period, to include options, shall not exceed five (5) calendar years. Delivery Orders will range from $2,000.00 to $3,000,000.00. The total of individual task orders placed against this contract shall not exceed $7,000,000.00 to any one contractor. The applicable SIC Code is 1721, FSC Z119, NAICS CODE is 238320 and the corresponding size standard is $12, 000.000.00 average annual receipts over the last three fiscal years. The government intends to award a minimum of four (4) individual MATOC contracts to 8(a) contractors, providing sufficient 8 (a) qualified contractors present offers. Proposals will be e valuated on Past Performance, Technical, and Price Evaluation of Prototypical Project. Prospective offerors must submit a written past performance and technical proposal and a price proposal for the prototypical project to be considered for award. The pro totypical project will be used to evaluate the price proposal and portions of the technical proposal. It is anticipated that the solicitation will be available for distribution on or about 30 April 2004. A site visit and Pre-proposal conference is schedule d for on or about 12 May 2004. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation, prior to attending fo r clearance to the facility.
