- Sources Sought: THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICITATION. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENT FOR PRESENTATIONS WILL BE MADE. Southwest Division, Naval Facilities Engineering Command is seeking sources with current relevant qualifications, experience, personnel, equipment, and capabilities to perform a contract to provide Emergency Response and Services on Electric and Gas utility systems with minor repairs at various locations in San Diego County to include Naval Air Station North Island, Naval Amphibious Base Coronado, Naval Outlying Landing Field, Fleet Combat Training Center Pacific Point Loma, Naval Station San Diego and Marine Corps Air Station Miramar, Antisubmarine Warfare Point Loma, Submarine Base San Diego, Space Wars System Command and some smaller sites. Performance will be at various federal sites with the potential for service occurring simultaneously at multiple sites as listed above. Electric utility systems include overhead and underground distribution lines, poles, insulators, fuses, relays, electrical switchgear, transformers and substations. Gas utility systems include PVC, steel and PE gas distribution lines, gas regulators and other associated utility system components. The work will include but will be limited to emergency repair work for low, medium and high voltage overhead and underground electric distribution lines, restoration of gas and electric service, location and repair of gas line leaks, electric line splicing, overhead line work, etc. Service restoration and emergency repair will include the contractor supplying the necessary materials and equipment to perform work on distribution systems while in service or energized. The North American Industry Classification System (NAICS) Code is 541990, All Other Technical Services and the Small Business Size Standard is $6 Million. The contract will have a minimum guaranteed value of $5,000 and yearly maximum of $100,000. Interested sources are invited to respond to this sources sought announcement by providing, at a minimum, the following: 1) Experience ? Briefly describe the Government or Commercial contracts your firm has completed in the last five years showing experience in service restoration to gas and electric utility systems, including necessary repairs and materials for low, medium and high voltage electric distribution systems (overhead and underground) and gas distribution systems. Provide contract value, type of contract and period of performance, with a narrative description of the products/services provided by your firm. Experience needs to reflect work performed by your firm and not by a subcontractor. 2) Indicate if certified to work on local, regulated utility company gas and electric distribution systems while in service or energized and that safety certification has been completed. 3) Contractors shall specify availability of appropriate equipment and materials (such as fittings, cable, spare transformers, etc.) for work on electric and gas distribution lines, identify type and quantities of equipment and current location. 4) Contractor shall provide expected response time for emergency service restoration at all locations identified. 5) Provide certification that staff has been appropriately trained to work on all types of gas lines, including PVC, steel and PE. 6) Identify whether your firm is a qualified 8 (a), HubZone, or Small Disadvantaged, Small Business. However, EFDSW-SD will utilize the information for technical and acquisition planning.
