- The Navy Experimental Diving Unit (NEDU), Naval Sea Systems Command, Panama City, FL is seeking vendors to provide current industry capabilities in order to test and evaluate commercially available technology, or commercially available technology with modification by the vendor, meeting the below desired specifications. One or more portable toxic gas analyzers to monitor 8 selected volatile chemicals in the atmosphere of submarines in the event of a disabled submarine. Monitors will be stored onboard submarines and used in the event of a casualty situation to assist in any escape decision planning. Monitors may also be used on submarines under routine conditions when periodic sampling is required. Analyzers will replace currently used chemical detector tubes. Any submarine accident may be accompanied by fire, smoke, increased hydrostatic pressure and ambient CO2, changes in ambient temperature, and release of a large number of toxic gases. Conditions on a disabled submarine may be very adverse with low or no light available, high atmospheric humidity or even flooding, CO2 levels approaching 6 percent, and hydrogen levels possibly exceeding 1 percent. Analyzers will be portable instruments for measuring one or more of the following 8 species of concern: ammonia, carbon monoxide, chlorine, hydrogen chloride, hydrogen cyanide, hydrogen sulfide, nitrogen dioxide, and sulfur dioxide. The background gas will be air. Any analyzer submitted for consideration as an example of current technology should not exceed size specifications, regardless of the number of measured constituents. In general, analyzers should be rugged, reliable, user friendly, and field compatible. The U.S. Navy emphasizes the importance of these analyzers to (1) operate under hyperbaric conditions, (2) compensate for changes in ambient temperature, and (3) minimize sensor cross-sensitivity to other gases. Existing commercially available analyzers may need to be modified to meet these 3 requirements. Also required is cost, stability of production, performance, maintainability, and delivery lead-time. Specifications. 1. General characteristics. (a) Stand-alone as a unit, i.e., does not require separate computer or other type of controller, with self-contained power source, and easily carried from one location to another while monitoring the atmosphere. (b) Continuously monitors one or more of the 8 selected species: ammonia, carbon monoxide, chlorine, hydrogen chloride, hydrogen cyanide, hydrogen sulfide, nitrogen dioxide, and sulfur dioxide. (c) Possesses illuminated display and displays all components simultaneously with measurement units. (d) Stable electronically and mechanically under field conditions expected on a submarine under non-accident and accident conditions. (e) Possesses audio and visual alarms with selectable limits. (f) Maximizes the number of sensors within a given instrument in order to minimize the total number of analyzers. (g) Minimizes the need for calibration and maintenance. (h) Can be operated by personnel with a high-school diploma or GED with minimal familiarity with analytical instrumentation (not a laboratory technician). (i) Resistant to salt water. 2. Minimal measurement and display range, given in surface equivalent values (SEV) as corrected ambient hydrostatic pressure: 0 to 250 parts per million (ppm) ammonia, 0 to 300 ppm carbon monoxide, 0 to 5 ppm chlorine, 0 to 70 ppm hydrogen chloride, 0 to 30 ppm hydrogen cyanide, 0 to 60 ppm hydrogen sulfide, 0 to 20 ppm nitrogen dioxide, 0 to 60 ppm sulfur dioxide. 3. Minimal display resolution and units for all 8 species: 5 ppm for ammonia and carbon monoxide; 1 ppm for the other 6 species. 4. Sensor life: greater than 1 year for all sensors. 5. Operating and storage ambient conditions: 0.8 to 5 atmospheres absolute, 4 to 50 ?C, 0 to 99 percent relative humidity (non-condensing). 6. Minimize each sensor?s cross-sensitivity with the other 7 species, hydrogen, CO2, and volatile organic compounds. 7. Repeatability (within 10 minutes): Plus or minus 5 percent relative for all 8 components. 8. Short-term accuracy (within 8 hours of calibration): plus or minus 20 percent relative of reading. 9. Long-term accuracy (within 90 days of calibration): plus or minus 30 percent relative of reading. 10. Sensor response time: 90 percent in less than 60 seconds. 11. Weight: 10 lbs or less. 12. Maximum dimensions: 30 cm x 30 cm x 30 cm (1 ft x 1 ft x 1 ft). 13. Operate for 7 days at 20 percent duty cycle off internal power supply, e.g., batteries or other type. 14. Commercial off-the-shelf item although minor modifications may be necessary to meet requirements. Vendors shall submit technical literature with complete description, specifications, commercial pricing, and lead-time of items, which meet the above specifications by cob 5 May 2004. In addition to direct purchase of analyzers for evaluation, the U.S. Navy shall also consider loan agreements that will reduce overall costs to the Navy associated with this project.
