- Description
- The Fleet and Industrial Supply Center Norfolk Detachment Philadelphia intends to solicit through an other than full and open competition basis for a lecture to be presented by Prof. Clay Christensen to the U.S. Joint Forces Command on his theories of ?disruptive? and ?sustaining? innovation as they pertain to the topic of innovation and transformation in the military context. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1). The Government intends to solicit and negotiate with Prof. Christensen since he is the only source that can provide the required training on his theories of ?disruptive? and ?sustaining? innovation. Interested sources may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. However, the Government will consider all information received by 12 April 2004. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The NAICS code is 611430 and the small business size standard is $6 million.
