Description
NASA/GSFC is requesting a Request for Quotations (RFQ) for the following Commercial item/services: 1. Diode, Lasers Array - Quantity 4 each. Details: QCW, conduction-cooled, diode lasers array. Standard G package (see attached drawing). 200 Watt peak optical power. (2)100 Watt QCW Bars. 808nm +/-3 @25 Degrees C. Back plane temperature. 400mm pitch. 2% duty cycle 200msec @100Hz. Spectral width <3nm FWHM. Array drive current <115A. Efficiency >45%. Lifetime (at 20% power drop with constant current) >10^9 shots. Warranty: 1 year. 2. Diode, Lasers Array - Quantity 6 each. Details: QCW, conduction-cooled, diode lasers array. Standard G package (see attached drawing). 400 Watt peak optical power. 4(100)Watt QCW Bars. 808nm +/-3 @25 Degrees C. Back plane temperature. 400mm pitch. 2% duty cycle 200msec @100Hz. Spectral width <3nm FWHM. Array drive current <115A. Efficiency >45%. Lifetime (at 20% power drop with constant current) >10^9 shots. Warranty: 1 year. 3. Diode, Lasers Array - Quantity 5 each. Details: QCW, conduction-cooled, diode lasers array. Standard G package (see attached drawing). 1100 Watt peak optical power. (11)100 Watt QCW Bars. 808nm +/-3 @25 Degrees C. Back plane temperature. 400mm pitch. 2% duty cycle 200msec @100Hz. Spectral width <3nm FWHM. Array drive current <115A. Efficiency >45%. Lifetime (at 20% power drop with constant current)>10^9 shots. Warranty: 1 year. 4. Diode, Lasers Array - Quantity 10 each. Details: QCW, conduction-cooled, diode lasers array. Stretch G Package (see attached drawing). 1800 Watt peak optical power. (18)100 Watt QCW Bars. 808nm +/-3 @ 30 Degrees C. Back plane temperature. 400mm pitch. 2% duty cycle 200 msec @ 100Hz. Spectral width <3nm FWHM. Array drive current <115A. Efficiency >45%. Lifetime (at 20% power drop with constant current)>10^9 shots. Center wavelengths of arrays are within 3mm window. Warranty: 1 year. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 04/19/04. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice. The provisions and clauses in the RFQ are those in effect through FAC 01-12. The NAICS Code and the small business size standard for this procurement are 334413 and 500 respectively. The offeror shall state in their offer their business size for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items described above are due by 4:30 Eastern Time on April 19, 2004 to Goddard Space Flight Center, Code 210.3, Attention Darlene Dorsey, Greenbelt, MD 20771 and must include solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), identification of any special commercial items, and be signed by an authorized company representative. See attached document for additional instructions. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/Proc/home.tme Offerors shall provide the information required by FAR 52.212-1 (OCT 2002), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act--Supplies", the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2002), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (MAY 2002), Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: (11)52.222-21; (12)52.222-26; (13)52.222-35; (14)52.222-36; (15)52.222-37; (16)52.222-19; (18)52.225-1; and (25)52.232-34. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price and past performance as stated in the attached document. It is critical that offerors provide adequate detail to allow evaluation of their offer. (See FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with the offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed - See NASA Specific Note "B".
