- 17. On June 27, 2003 the USDA,ARS, APD,AB announced the conversion of cost comparison to a standard competition for the Beltsville area research farming services, IAW OMB Circular no. A-76, dated May 29, 2003. The Acquisition Branch is seeking qualified Service Providers to participate in a standard competition for Animal and Plant Research Support Services. Services include animal care taking, diary and feed operations, field crop and research plot services, integrated pest management, greenhouse structure oversight, gardening and research support services. The period of performance is expected to be May 15, 2005 through September 30, 2005 with options to extend performance for 4 additional 12-months and one seven and one half month option periods. It is anticipated that a Firm Fixed Price IDIQ contract will be awarded. The PWS is a fixed price performance based work statement with performance objectives and a deduction plan. Offerors shall submit past performance information, key personnel candidates and a price proposal and technical proposal at the time of proposal submission. The Government intends to make a technically acceptable ? low price award decision. It is anticipated that the RFP will be release on or sometime after April 30, 2004. The requirement is 100% set-aside for Small Business under SIC code 0762, NAICS 115116 (Size standard $6 Million). Offers will be accepted from woman-owned, Veterans Preference Program and Hub-zone firms meeting the small business program criteria.
