Description
The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with GCOM Incorporated, Savoy, Illinois, to acquire communications protocol adapter port cards and annual software support services. Specifically, the Government requires the following items: Protocol Suite Kit-4 Port License-Linux Streams with X25 4 port PCI Sync Board (Quantity 12), Cable-RS232 (Quantity 30), and Annual Software Support (Quantity 12). This equipment and service is being acquired to augment identical equipment currently utilized in the National Weather Service Telecommunications Gateway Backup System. The equipment acquired under this acquisition must be identical in form, fit and function to the existing GCOM Inc. Communication Adapters and must possess security firmware capable of interfacing with GCOM?s proprietary software. Vendors who believe they can satisfy the Government?s requirements are invited to submit an affirmative response. To be considered an affirmative response vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A fixed-price purchase order is contemplated for this effort. Affirmative written responses must be received no later than 15 days after publication of this synopsis. See Note 22.
