- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is a request for quote. The solicitation number is QA1330-04-RQ-0023 and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-22. The National Data Buoy Center (NDBC) Stennis Space Center, MS 39529 intends to purchase 35 reels (500 meters per reel) of 3/4 inch 8-strand plaited nylon rope and 4 reels (350 meters per reel) of 7/8 inch 8-strand plaited nylon rope. Both sizes are to be made in accordance with the specifications listed below. The 3/4 inch rope specifications are as follows: (1) Type 66 Dupont grade 707 nylon fiber; (2) 8+ grams per denier; (3) Lay-Woods Hole Lay, torque balanced design; (4) Weight per 100 feet, not to exceed 13.5 lbs.; (5) Strand turn per foot of rope-12; (6) Picks/ft-9; (7) Elongation at breaking ? minimum 35 percent; (8) Breaking strength ? 15,000 lbs. Minimum; (9) Rope must be steam stabilized to force approximately 5 percent shrinkage; (10) Length-500 meters per reel (nominal); (11) Rope shall be furnished on non-returnable wooden reels, 30 inch x 23 inch x12 inch; (12) Reel drive pinhole diameter shall be 1 inch and located 5 inches from center; (13) The reel head shall be 5/4 inch boards, two ply with wood laid perpendicular to each other and securely nailed. The nail heads shall be countersunk below the surface of the wood; (14) The headboards shall have a center hole of 3 inch diameter; (15) The barrel shall consist of 3/4 inch thick wood staves mortised into the reel head; (16) The reel shall be assembled with three 3/8 inch or 1/2 inch diameter steel bolts having cup washers on each end. The 7/8 inch rope specifications are as follows: (1) Type 66 Dupont grade 707 nylon fiber; (2) 8+ grams per denier; (3) Lay-Woods Hole Lay, torque balanced design; (4) Weight per 100 feet, not to exceed 18.9 lbs.; (5) Strand turn per foot of rope-11; (6) Picks/ft-8; (7) Elongation at breaking ? minimum 35 percent; (8) Breaking strength ? 21,000 lbs. Minimum; (9) Rope must be steam stabilized to force approximately 5 percent shrinkage; (10) Length-350 meters per reel (nominal); (11) Rope shall be furnished on non-returnable wooden reels, 30 inch x 23 inch x 12inch; (12) Reel drive pinhole diameter shall be 1 inch and located 5 inches from center; (13) The reel head shall be 5/4 inch boards, two ply with wood laid perpendicular to each other and securely nailed.
