- Description
- The Bureau of the Census Technologies Management Office intends to enter into a sole source simplified acquisition with Howard Prouse to provide expert advice and assistance in the automation of field data collection operations for the Decennial Census. The 2010 Decennial Census of Population and Housing is anticipated to be the most automated Census ever conducted, particularly in regards to field data collection. Mr. Prouse is recognized as an expert in Information Technology with more than 30 years experience in software design and development, systems anlysis and project management. Mr. Prouse's experience in leading the automation of field operations for both the 1990 and 2000 Census makes him uniquely qualified to provide guidance and direction as the Census Bureau embarks on 2010. The design of the 2010 Census will also have direct implications upon the expansion of Current Survey operations such as the American Community Survey, Mr. Prouse's extensive experience in the development of CAI operations for the field organization also makes him uniquely qualified. It is the Census Bureau's belief that only Mr. Prouse can satisfy this requirement. This is not a request for competitive proposals, however, responses received will be reviewed and evaluated. Interested companies having the capability to provide the above described services should submit in writing their capability statement with cost information to linda.a.vance@census.gov or fax @ 301-457-8465. No telephone request will be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Bureau of the Census. If no responses are received a sole source contract with Howard Prouse will be pursued without further notice.
