Description
NAICS CODE: 236220 (Construction), Size Standard $28.5 Million Dollars. The U.S. Army Corps of Engineers, Contracting Agency, are looking for potential sources to construct a 112 person Barracks and Company Operations facilities (2 buildings) that meet the Gold rating level of SPiRiT (Sustainable Project Rating Tool), Sustaina ble Design and Development Program. (SPiRiT is derived from the U.S. Green Building Council??????s LEED (Leadership in Energy and Environmental Design) Green Building Rating System.) The Gold level of SPiRiT will require contractors to provide additional documentation not generally required on construction projects. Potential contractors should be familiar with the SPiRiT Program and particularly the Gold level of the program. Additional SPiRiT information can be reviewed by opening the files at http:// www.cecer.army.mil/SustDesign/index.cfm. Some of the requirements of the SPiRiT Program are listed below. General project description: Construct two buildings, with associated parking areas, pavements, and underground utilities. The complex will also include an outdoor pavilion and basketball court. Both the Barracks facility and the Company Operations facil ity will have the following footing and foundation requirements, drilled piers with grade beams and structural slabs on void forms. All exterior window glazing of both buildings will be blast resistant. The barracks will be a two story building having a structural steel frame with steel stud and brick veneer exterior walls. The roof will be standing seam metal roofing. The barracks will be approximately 44,000 total SF consisting of (52) 2 person room modules, and (8) single person room modules. Each b arracks rooms will contain a stovetop and vent hood. There will be laundry rooms on each floor of the barracks. The Company Operations facility will have exterior walls consisting of load bearing masonry cavity walls. Roofing materials will be standing seam metal for gabled roofs, and EPDM for flat roof areas. Office and storage spaces will be an integral part of the Company Operations facility. The SPiRiT Program requirements include the following, which is not all-inclusive. 1. Sustainable Sites: Minimize area disturbance: Energy Star Roof Compliant; increased on site infiltration, minimize runoffs and reduce contaminates (filter runoffs). 2. Water Efficiency: Dual flush fixtures and infrared sensors fixtures in the restrooms. 3. Energy and Atmosphere: Energy Star Appliances, GFX Heat Recovery System, Radiant HVAC System, and Photo Voltaic Parking Lights. 4. Materials and Resources: Construction Waste Management that will recycle and/or salvage 50 to 75% construction waste, in this case land clearing waste; 25 to 50% of building materials that contain 20% post-consumer recycled content material; minimum 20% of building materials are manufactured regionally (within 500 miles of Gate 3 of Fort Carson). All of this must be documented during construction and turned over in a booklet to the COE. 5. Indoor Environmental Quality (IEQ): Meet or exceed the VOC limits in adhesives, sealants, paints, composite wood products and carpet systems; install carbon dioxide monitoring system; monitor facility air quality and provide a report at the end of const ruction. All the above must be submitted in a booklet form to the COE at the end of the construction. The submitted documents must show all requirements are met that can be audited and/or verified at a later date. The estimated value of this acquisition is between $10 and $15 Million dollars. The project will have a Five Hundred (500) plus calendar day completion period. The government intends to acquire this acquisition utilizing either a Competitive Request for Proposal Best Value procurement or technically qualified acquisition solicitation. Any contractor wishing to provide the construction services that are consistent with the above descrip tions and requirements must provide demonstrated and documented past performance and qualifications. Information requested must include as a minimum: 1) Business Size and type (copy of applicable small business certifications (Section 8(a) and Hub Zone on ly)); 2) Listing of available technical expertise (and abbreviated resumes) available to execute this contract; 3) Description and location of projects similar to Construction of Hospital Barracks, Fort Carson. Indicate if your firm??????s role in the pro ject was that of the Prime contractor, Subcontractor or Supplier. The project description should include the contract number(s), value of contract(s) and the name and telephone number of the customer (and Contracting Officer if a Government Contract). This Acquisition will be advertised/solicited at a future date.
